The NAMUS description does say the body was found in the shrubs in the center median of the street, so I suppose if they're overgrown you could miss seeing a body. When I look at the Google maps street view of the 12800 block of Alondra Blvd. the shrubs are very tidy and low to the ground...

In looking at what people are thinking is a sweatband/hairband, I believe it's actually a wrist wallet since there's a zipper on it. These are designed for you to keep your ID, keys, etc. on you if you're wearing workout clothes without pockets. Interesting that the pocket is presumably empty...
