Concerning Cindy (only) now, I don't see guilt, or grief, or heartbreak. What I see is fury. She is consumed by anger and it fairly radiates from her. She directs her anger at anyone, and anywhere else, rather than at Casey.

I really don't know either, but where I live the Sheriff's Department does some patrolling in out-lying areas, manages the jail and answers animal complaints. They defer to the police department in all matters, but are like a second tier back up, especially in the more rural areas.

Yes, this brings a bit of sophistication to the defense team, but so what? Her expertise will be used only in avoiding the death penalty, not in determining Casey's eventual guilt or innocence.
