I'm pretty sure a UCP refers an unclaimed person (i.e. someone who has been identified, but has not been claimed by relatives).

After clearing that photograph up, I'm getting the impression in the right two photos that he may be wearing glasses.

I've tried clearing this photo up a bit to see if we can get a better idea of what the license photo might look like.

The only person I could find on NamUs that bore a passing resemblance to the license photo was Edmond Sweeney, missing from Saylorsburg PA since 2/22/1998.
