He wasn't mentally ill by the legal definition in most states including Texas. He knew what he did was against the law and therefore wrong.
It's actually a pretty decent standard in terms of mental illness--in trying to establish some sense of responsibility for the person who did the crime...

I feel terrible for the families and soldiers involved. I feel like they were let down in terms of security and protection. An army base shouldn't have the same number of casualties or so, from a shooter, than a high school...
The neighbors said she seemed a bit "in her own world" which I think, for a 33 year old woman, is not a good thing. I am sure her family never dreamed she could be so violent.
