I think Douma's forehead is way too high, but the chin sure looks promising.
 
"Local fishermen found the body floating in Malpeque Bay on June 7, 1997. The body was recovered by the crews of two lobster boats and transported to the Lennox Island wharf.

The person had been wearing a black leather belt with a Jack Daniels buckle, black leather boots, Broadway jeans and underwear with the initials G.L. written on the tag. "

I found a buckle on Etsy that looks very similar. It's described as 1970's vintage. https://www.etsy.com/listing/247618953/vintage-round-chain-1970s-belt-buckle

But I haven't been able to find anything even close to the belt design.

It’s the sort of face that would seem to stand out in a crowd.

The face looks like it belongs on a powerful, even menacing, man.

The top of the man’s head is very low in relation to the rest of his face. A projecting lower jaw, a very small mouth and high cheekbones are other striking - and one might assume readily recognizable — features.

Unfortunately, that has been the unrealized hope of police since the RCMP unveiled on April 22, 2014 a forensic reconstruction of human remains found in Malpeque Bay on June 7, 1997.

From the bit of research I have done on marfan syndrome, it seems that there would be physical characteristics that would have been noticed by the medical examiner. MOO....I'm no expert

According to Regina police, Patrick Cyril Thauberger was last seen Sept. 3, 1997. He was 53 at the time of his disappearance. An investigation into the missing man case recently led to the discovery of an alleged grow op. (Regina Police Service/doenetwork.org)
The missing person is Patrick Cyril Thauberger who, according to one database, was 53 years old when he vanished after visiting family in Regina. Thauberger had been travelling by bus from Winnipeg to Edmonton and never arrived at his final destination.

Bernard Deromer looks a little like the reconstruction, but the time frame and his height is throwing me off. If he really did join some sort of obscure religious sect he could have gone off the grid for a while. Usually I take height and weight estimates with a grain of salt, especially with partial/skeletal remains, but there's a big difference between Bernard (5'2" and 119 lbs) and the UID (5'11" and 200lbs).

''Members of the RCMP Major Crime Section, assisted by the PEI Coroners Office, exhumed the body of an unidentified person, listed as John Doe, at the Peoples Cemetery in Charlottetown. The body of the deceased was discovered by a local fisherman in the Malpeque Bay exactly 13 years ago, June 7th, 1997. The investigation at the time failed to identify the individual, with cause of death determined as a "possible drowning".

With the advancement of science and forensic work, the case is being reinvestigated commencing with a new autopsy to explore if any other evidence can be found to help with this investigation.
