So little interest for a missing 13 year old. Not even a photo. Could she be an haitian immigrant that went under the radar?

I think I’ve split this info out accurately. Sounds like she was a foster child. There should have been paper records but alas, FL didn’t do well with follow up back then. There have been improvements thankfully, after a few well publicized screw ups, and lost children.

The dental records, if that’s accurate, may have been the result of being in foster care. Bio family may not have been able to provide dental care but the state would have. Basic care, fillings, etc. I’m not sure what Q503 would mean.
