This session, the focus is on changing laws around police misconduct, which comes after The Salt Lake Tribune reported last year that the officer assigned to McCluskey’s case showed off to his co-workers the explicit photos she had sent him as evidence in her extortion case. An investigation from the Utah Department of Public Safety confirmed that display of pictures occurred without a work-related purpose in the days before McCluskey was fatally shot by the man she was trying to report.

“She was grappling with abuse, but also something known as institutional failure. It’s important for us as lawmakers to be aware of the realities that exist in our communities,” said Sen. Derek Kitchen, D-Salt Lake City, as he introduced a citation in honor of the Lauren McCluskey Foundation.

“Institutional betrayal happens in the context where a victim trusted an institution like the military or a university, but then they are mistreated after seeking help while experiencing primarily gender-based violence,” Kitchen said.

“I just wanted to say happy birthday to Lauren. Let her light shine long, and I’ve gotten to know her family very well ... and they’re an amazing family,” said Senate Minority Assistant Whip Jani Iwamoto, D-Holladay.

$13.5 million settlement in Lauren McCluskey’s case gets initial approval from Utah lawmakers (sltrib.com)
State leaders gave their initial approval Tuesday for a $13.5 million legal settlement — one of the largest in Utah history — to be paid to the parents of slain track athlete Lauren McCluskey.

The amount had been previously agreed upon between Jill and Matt McCluskey and the University of Utah and was announced in October, on the two-year anniversary of McCluskey’s 2018 murder on campus. But any settlement exceeding a million dollars involving a state entity must go before the Legislature for a vote.

It got unanimous support from committee and will next go to the full House floor, where it’s also expected to sail through without issue.

House approves $13.5M settlement to parents of Lauren McCluskey - Deseret News
The Utah House unanimously approved a $13.5 million settlement to the parents of murdered University of Utah student Lauren McCluskey on Friday.

[...]

“This amount of settlement never will return a young lady to her family, and that is something that’s tragic and sad,” Gibson said.

The state, through its risk management agency and insurance provider, will pay $10.5 million to the McCluskeys. Another $3 million will be paid by the university in the form of a donation to the Lauren McCluskey Foundation.

The settlement awaits approval from the Senate before it becomes final.
