The picture looks like one of the older NCMEC ones. They used to remove the background in a lot of photos and the background that photo has is exactly what they'd use for it. The internet archive doesn't have any record of her ever being on NCMEC, so that's interesting.

I’ve actually wondered if she was adopted internationally and fell under the radar. She appears to have some Asian traits. There has to be a record of her somewhere.
