I looked and could not find a thread for this case.

Dickinson County- In April, the Dickinson County Sheriffs Department was notified by the Kansas Bureau of Investigation (KBI) of a possible match between unidentified remains found near Upland in Dickinson County in 1974 and a person reported missing from Tulsa, Oklahoma in 1974. ...

Investigation conducted by the Sheriffs Department determined it was necessary to exhume the remains of the unidentified victim to attempt to determine if the remains were in fact the missing person.


On Wednesday morning, the Sheriffs Department and the KBI exhumed the remains.

The remains will be sent to a laboratory for comparison with information provided in the Tulsa, Oklahoma case.

Investigation conducted in 1974 by the KBI indentified a serial killer, Cecil Henry Floyd, as the suspect in the Dickinson county case. Investigative reports indicate that Floyd admitted to killing 11 individuals, four killings in Florida, one killing in Kansas, and one killing in Nebraska and the remainder of the killings in Indiana.

The articles do not say which UID case it is but I *think* it could be this one: The National Missing and Unidentified Persons System (NamUs)

I also suspect they are trying to match the UID with Alan Soper as he is the only one I found missing from Tulsa, OK in 1974: The National Missing and Unidentified Persons System (NamUs)

Alan's stuff was found in Needles, CA in 1977. Interesting.

Per NamUs it appears Alan has been ruled out for this set of remains.

Worth noting that Upland is very rural but not far from Fort Riley Military Reservation (though with 5" long hair, UID is unlikely to be serving military).

Upland is also only 9 miles from the nearby town of Chapman which is situated on I-70 giving easy access to Topeka KS 80 miles east and Denver (though much further west).
 
Cecil Floyd admitted to killing this man while on a crime spree. Based on newspaper articles the KBI believed he was hitchhiking from Kansas City westward when he was picked up by Floyd. Floyd feigned car trouble and when the man got out to help he shot him. The article also states that he may have been living with an unmarried couple in KC and his first name might have been 'Roy'. He could have possibly been carrying a green or brown cloth bag and Washington state travel brochures. It was mentioned in several articles that he had a very unique dental plate and extensive dental work done, though there is no mention of specific attributes.

Circumstances of Discovery​

The victim was found on a dirt road one mile south and one-fourth mile east of Upland by a man visiting his parents. He was shot multiple times.

After being sentenced to life in prison in 1975, Cecil Henry Floyd confessed to killing eleven people, one of them being this victim. During this time period, Floyd and his wife and kids roamed the country picking up transients and hitchhikers while robbing store clerks and killed them for their money.

According to Floyd's confession, the victim was a transient hitchhiker they picked up in western Kansas. Together they travelled east and went north after exiting Chapman. Eventually Floyd pulled off a dirt road pretending there was an issue with a rear tire and when the victim got out to help him, the former shot and killed him. He then took his wallet, stole the money in it, and then disposed of it.

At the time, Floyd apparently pleaded in this case and this is supported through newspaper records, but the court records have since been lost. The victim was buried in Abilene Cemetery and was later exhumed for DNA testing in 2016.
