I think Robin looks a good bit like the gal in this Alcala pic. The hair, the part, something about the mouth and what we can see of the shape of her face. I'm attaching the photo of Robin, I gave it a little color touch up just to see.

This Jane Doe has clogs, but not red:
Date of death sometime between 1966 &1976. They're saying Caucasian and also American Indian/Alaska Native. Height estimated at 5'0" so unless that's considerably off, this can't be her. But they only had a partial skeleton and list no weight.
This Jane Doe had a leather coat with fringe, I would take it the type of coat you'd wear during a colder season in these areas. But evidently not the dark blue corduroy jacket that's listed on NAMUS for Robin. This Jane Doe had a 29" inseam on her Levi's. I'm seeing a 29" inseam is for someone say 5'6" or shorter. Hmm. Checking multiple sources, that inseam would appear to be right from someone of Robin Graham's height.

I'm seeing just what you're talking about, the "Ghosts of Highway 20" with this John Ackroyd. They found this girl we're talking about in 1976 and estimate her time of death 1966-1976. (I think this Jane Doe we're talking about now is called Swamp Mountain Jane Doe), but Ackroyd didn't start his job with Dept of Transportation until 1977. I guess the idea is that he was killing these women along this route because he was working along Rt20. I'm seeing another source where he started work there in 1978. But I'm also seeing in one source he showed up at a shop in Sweet Home (1992), I guess dripping blood, claiming he'd just field dressed a deer.
All things considered, it looks overwhelmingly likely, agreed. I mean he may actually have sought out the position because he was already kiling there. But US Rt 20 is a coast-to-coast highway, right? It stretches across the country all the way to Massachusetts. I still kind of wonder on that.
