Thanks for the response. I did my own checking and find that it is complicated. I do think it is possible that there are ex-cons among us from as late as the early 1990's who would not have DNA in a data base.

He is from some area. He is some place now. He sleeps somewhere. He shops somewhere. He eats somewhere. While he might not be easy to ID; what can be done is to stop him (and others) from having access and opportunity again. Live life freely but be vigilant always noticing on the streets...

Is it possible that the suspect isn't recognizable to those who know/knew/know of him? His most striking features are covered up. Perhaps he is known more for very unusual hair, scars, tattoos, etc... and, thus, this disheveled hidden figure does not point toward his identity.
The phones! Does LE have them? Did one of the girls take that video or photo of the POI? Of course, we only know what has been shared in MSM. Is that candid photo of Abby on the bridge at 2:07 the last photo taken? Did Abby, the photographer, take any photos?
