It does happen but it's still rare for radical groups to make bomb threats. If you scroll through the AP link you posted you'll see that most of the arrests mentioned there are related to mental illness and/or personal beefs.
It's actually pretty rare for radicals to make bomb threats. Bomb threats are usually called in by someone like a disgruntled ex-employee or troubled kid. I think it's more likely she simply made a threat over something because she's dramatic and vengeful.

Oh that makes me so happy that EPCSO detectives and DA team members were able to actually be there for the arrest.
