In my experience, they are run by a regular judge/magistrate (again depends on which court).
They have 'on-call' judges/magistrates who are available for these out of hours situations. Usually orders are made and granted via telephone (a common example is phoning up to get a warrant issued).

ETA - particularly because we only have the media's word that they were searching Ms Meagher's unit. I wonder if they could just as easily have been searching another unit in the complex which...
Aussie journalist Cath Webber has just tweeted that more Forensic officers have arrived at Ms Meagher's apartment. They appear to be carrying an 'ice box' (I took this to mean an esky).

It seems like they are searching in the basement/underground car park this time around...
Perhaps they needed a warrant for this area as I would imagine it belongs to the Body Corporate/building owners and they took longer to contact...

Ok here's something I find puzzling - although to be fair I could be completely reading into the situation wrongly, or the media could be reporting incorrect facts.
If you look at the screencap, we can see the handbag is located right outside the drivers door.

The media tends to add in these sorts of details about the person in question to make the story feel more 'human' and relateable. And also to help distinguish the story from those about other missing people.
This is not a negative reflection on anyone, but people are more inclined to get...
Just a thought - the detective mentioned in the press conference that Jill's phone was 'turned off', rather than saying it ran out of battery. News articles all seem to confirm this information.
Is there anyway for them to tell this? Does a phone still ping when it has run out of battery? Or...

I haven't found a news article which confirms this information yet, but a rumour has started circulating on Twitter that Police may have found the shoes Ms Meagher was wearing when she disappeared.
