No, it doesn't usually happen. I can't think of another situation in which anything like that has happened - especially the part where a law enforcement agency with no relevant jurisdiction makes statements not in cooperation with the agency with jurisdiction that seem to be intended to clear...
Some people in Tennessee have broadly implied that Sheriff Galvez is a big fat liar, but if anyone at the CBI or FBI believes there's a big fat liar involved in this case, it's not Sheriff Galvez they're thinking of, IN MY OPINION.
The phrasing from law enforcement agencies seems to me to be mostly carefully phrased. There's something Galvez, CBI, and FBI are carefully not saying, in my opinion.
