Just to clear this up - I have a whole podcast about this stuff - it is 1000% completely legal and VERY COMMON for the authorities to grab these guys' abandoned items and test them. The abandonment doctrine, upheld in US courts for decades, provides that the police can take ANYTHING you walk...
