Well they obviously did believe the witnesses, as they arrested the guy for suspected kidnapping based presumably on what the witnesses said.

LE may very well have credit card receipts, phone location, and even video (the reporting was inconsistent on that). We don’t know what evidence there is, or is not, to support what the witnesses are saying.

Just speculating, but one possibility is that PH was with other users getting high, and OD'ed. Someone panicked and buried her body. Then with all the media and news about her being missing, one or more of those who were getting high with her (not necessarily the one(s) who buried her)...
