You can still make a good, positive ID with dental records, and faster than with DNA. When the McStays were found, they ID'd the adults and one child, I believe, through dentals very quickly because all 3 had dentals for comparison, but they had to wait a bit longer to positively ID the youngest...

FWIW, someone posted in the NV UID thread mentioned above that JD was reported missing (appparently by her mother) with a last seen date in May 1991. That's almost 4 years after Thomas disappeared.

If he was a foster kid, it's entirely possible that no one was really looking for him, especially if he had aged out of the system before he disappeared. He might've had no family at all.
Also, they may have had to do a reconstruction because he was shot.
