Yes they can. And they have been able to get a ground image in hi-res (down to half a square meter) since the mid 2000's.

Actually, imaging satellites can 'snapshot' the same place on earth at least 2x a day. The "fastest" satellites orbit the earth every 90 minutes, starting around 130 miles up. any lower than that, and they encounter enough atmospheric drag that they fall down.
