I've just found order of hierarchy of police in SA, and unless Botha was a Col, then Van Rensburg is highest. I don't recall Botha being Col Botha, but Investigating Officer Botha. Van Rensburg was Lieutenant Colonel, therefore I believe Van Rensburg is higher.
