Hi, I have been working with weather buoys for over 10 years and am familiar with them, including drifting buoys - nothing like your picture except possibly overall size. solar panels at base and whip antenna (wire) with nothing attached to that.

On our crossing from India in addition to Kates possible sighting we saw a few other unexplained things which at the time seemed nothing out of the ordinary - lights, buoy and unusual shipping movements...
