Just a slight correction - I beleive the officer was speaking to someone at the shelter (not his direct supervisor) and based on the shelter's policy, the could not let Brian stay for the reason you have stated.

Yes, she would seem to be the victim based on something which has happened since the police encounter on August the 12th. However, with all my compassion for her and the state she was in on August the 12th, she was not the victim on that day.
