Has LE explored the possibility that the UID could have been a local college student? The location he was found isn't far from The University of Wisconsin, Madison. Have they ever contacted students and faculty who would have been there around the time of this man's death? I didn't see that...
I agree with you on the shoes. They don't fit with the rest of the outfit. He was wearing women's clothes, but the shoes look like they could possibly be men's shoes.
