June is also peak holiday season, so perhaps this explains the earlier incidents on a weekday. By contrast, he may have gone back to work by August and hence the Sunday attack on Vanessa.

If he was out hunting for victims in his vehicle, he likely had stocked the vehicle in advance with everything he thought he would need.

As you say, the similarities and relevance is striking - only 40 minutes away from Vanessa's crime, dark car, lone female jogger, brazenly in broad daylight.
