I do know that businesses who are disposing of waste have to go on one & are charged according to how heavy their load is.
You may well have a very good idea there. Maybe clear perspex/plastic bins could be a way forward in preventing tragedies in these bins from occurring. Certainly worth a try.

I suppose it's quite possible that if C did climb into a bin he could have covered himself with cardboard & lay underneath it.
I still can't believe he would have done this, however my guess is as good as the next persons.
It beggars belief that something simple as recording the contents of a bin lorry can be mistaken & on such a big scale. As far as we're aware the bin lorry didn't have that many pick ups that morning.

Apologies I should have made it clear, I meant in relation to the second bin lorry. Would that be possible? I know they forensically searched one bin lorry (the one which went to Mildenhall.
If it is the bin lorry driver & he has previously told Police he didn't give C a lift (in order to protect his job) & it came out later that he was lying, then this would be a possibility re: arrest.
