With regards to the BMW, the first generation of the BMW M3, the E30, had just been released in March of 1986.
Importantly they were all left hand drive, even those sold officially in the UK.

If you listen to the Esqubel podcast (Ep2 around the 34 second mark) a lady did ring the police claiming she was the girl in the photo. Apperently the computer in which the officer recorded the details of the call crashed and all data was unrecoverable. She never got in touch again.

As part of the investigation into the disappearance of Tara Calico her family were shown many photographs.
Of them all, there three which they didn’t rule out being a positive ID of Tara. The Port St Joe photo, the Amtrak photo and the Montecito photo.
Although we now have a name, it feels all the more sad that little Joe must have lived such a miserable and fearful short life.

If you read back through the thread, you'll find the only reason the three photos are linked is because Tara Calico's mother believed they bore a strong resemblance to Tara and could possibly be her. A desperate mother grabbing onto any hope and keeping LE active in looking for Tara.
Analysis done by Los Almos National Laboratory on the original polaroid, using a negative image to enhance, they identified a number of possibilities for the number.
The first digit was 3 the next three were either 242 or 274 and the next four were either 2318, 2315, 2328, 2325, 2378 or 2375...

Interestingly this is getting a lot of attention with the recent FBI announcement of a reward for information leading to the discovery of Tara.
Who knows, it could lead to identifying the two in the photo.
There is an update in the latest Tara Calico pod cast (episode 19 around 5m 20s in), just released today, from Melinda Esquibel that eludes to a tip regarding the two kids in the photo
Melinda states she is following this up with a PI but it is leading to more questions than answers.
