I was thinking of the same thing and whether the Google app "Find My Device" or the iPhone app "Find my iPhone" can differentiate between a phone that is simply turned off and one that is out of service due to submersion in water.

But my advice when you encounter eyewitness reports is not to be too quick to dismiss.
My first step is usually to look for clues that contradict.
Even social media reaction can sometime be helpful. But also local media and LE.
Did what the 'eyewitness' say lead to any changes by LE...

However, BL's neighbor reporting that she saw him after the 9/6-9/8 camping trip appears to be quite significant.
This was the trip with his parents to Fort De Soto Park.
But the neighbor's account appears to negate the theory that he was left there by his folks...
I must say these two unsolved murders 'burned my heart' more than they 'burned my butt'.
