No, it was in the news. I can't remember who found the mom - if it was the family, LE or what. But the newly found missing mom had expressed she didn't wish to reconnect with her first family. I don't remember what year this was or where, maybe 5 years ago?
Yes. This reminds me of one a few years ago. A wife and mother disappeared. Decades later they found her, remarried with more kids. She basically ditched her family for a new one.
I imagine they found DNA, a scent, and/or her belongings in the vehicle. Perhaps the vehicle had been ditched somewhere, thus no info on the driver. Either they can't find him or don't know who he is (stolen, switched plates, etc)
The photo they have provided is the best they have. You can't "enhance" a crappy image despite what movies and TV shows would have you believe. Think about it - where would the finer details be coming from? They don't exist, after all.

That is to LE's discretion, there are no hard rules. Some families know everything, some are kept in the dark. In this case, the families and LE seem to have a good relationship of mutual respect. I would guess the family is aware of COD at the very least.
