Additionally, one sees a LOT of Louisiana plates in Texas on any given day anyway - they are hardly as noticeable as some other state's plate. IMO, the Texan who saw the plate and gave a partial plate number could easily not have flagged it as a "foreign" plate in their mind when seeing it...
