I don't think you should treat the mezzanine as a normal floor. Check out this picture:
If you start from 15 counting down, skipping 13 and the mezzanine, it all matches up.
The lobby (presumably) is higher than the normal floors hence can accommodate the mezzanine.
How can you be so certain? Any quotes on that? I don't remember ever reading anywhere that that was the reason. Indeed, the reason that was mostly stated was low water pressure.

This picture shows that they probably took the ladder at the back of the building with the hotel name etc. painted on the wall.
To me it looks like she playfully wanted to startle/surprise/scare someone who was supposedly coming down the corridor, i.e. she expected someone to come but then nobody was there. It seems to me she would have had to know this person for at least a few hours, i.e. she spent some time with them...
About the vid, I don't understand why they released the part at the end where she isn't seen anymore but only the elevator moving from floor to floor. What's the purpose of this? I mean, they could have cut it, there's nothing to see.
I'm not familiar with the system being used at the Cecil, but generally the water is constantly being drained by hotel guests and replenished. That would dilute the decomposition products quite a bit plus it's a large tank in itself. If you add to that that the piping has been repeatedly rated...
