I have no comment on the rest of your post, but regarding the graffiti: the same words are also written on a window near the cisterns.
Note the inclusion of "2012", which -- if we can take it at face value -- suggests that this graffiti (and that near the cisterns) was created last year...
Yes, a number of people have suggested that the marks are some kind of fingerprinting powder. It's a strong possibility (dark powder, making fingerprints easier to see), so I'm willing to accept that as a working explanation. Thanks.
Hmm, yeah I noticed the tarp. I doubt the tarp is responsible for the marks (unless that's a filthy tarp the investigators are using), but the marks could have been caused by the wooden plank that's holding the tarp down in your photo. In fact, if that plank was originally stored near the tanks...
My mind is open to that possibility, but I'm not sure. They're such prominent marks, distinctly darker than the cistern's main colour, and with a roughly vertical orientation that makes them almost parallel with the left edge of the hatch. If they're so visible from a helicopter, surely they...

There could be an innocuous explanation for those marks. Perhaps they were created on the day of the body's discovery; they look greasy...
