Madison County Sheriff's Office addresses update in 2-year-old dog attack death investigation
A woman was charged on Thursday for her role in the death of an Owens Cross Roads 2-year-old boy.
Melissa Phillips, 55, was indicted for a violation of Emily's Law in connection with a dog attack that took the life of Mark Allen Partain back in March.
