Someone in another thread suggested that Veronica might be UP1985 who was found in Maricopa about two months after Veronica went missing.

Maricopa is less than two hours away from Tucson so this fits. That thread also includes a list or ruleouts for UP1985, and Veronica doesn't appear among them.
