Three Redding residents are in jail after human remains, believed to be those of a missing Riverside man, were found in a burned vehicle in eastern Shasta County.

David Allen Borders, 47, of Riverside was reported missing Oct. 21 and is believed to have been killed during an argument stemming from a drug transaction, according to a Redding Police Department news release.

On the night of his disappearance, investigators said Borders met up with several people to “conduct an illegal sale of marijuana,” and during the transaction police allege Jesse Tern, 34, of Redding shot and killed Borders while he sat in the backseat of a vehicle.

Tern, along with Redding residents Rachel Lee Rowe, 28, and Julio Chaves Morales, 41, are suspected of attempting to burn the vehicle with the body of Borders inside of it and then abandoning it in eastern Shasta Valley, said Sgt. Todd Cogle.

The three suspects were arrested on Thursday without incident, Cogle said.
