- The FBI is using a new tactic and upping the reward in an effort to solve this cold case murder of an aspiring musician.

Their pain was so apparent, so raw, even after almost 9 years, that it was hard not to feel the intense anguish the Harris's put on display.
Mom, dad,Kevin Sr. and Katheryn, joined the FBI and the Inglewood police in an emotional plea for help for information leading the arrest of the people that killed 21-year-old Kevin Harris II back in 2009 .
The FBI joined in, has done extensive forensic tests, some high tech cell phone analysis and gps tracking, and also says it's ''very close."

Motive? There is none, other than speculation that someone resented Harris's building success in the music business, as he was considered a respected up and coming producer, writer, and rapper.

Immediately, the case seemed odd to investigators. Harris had no gang ties, no obvious enemies and no troubled relationships, officials said. Instead, he was a churchgoing, young African American man from Westchester whose music had gained the attention of Ice Cube and others, according to investigators.
The younger Harris learned to play piano as a freshman at St. Bernard Catholic High. By his sophomore year, he was composing, mixing and looping beats. His name Track Bully came from his skills at mastering the beats. Coming from a military family, he was considering enlisting in the U.S. Navy. A week after his death, his mother said, she got a letter from a Navy recruiter.


Speaking directly to her son's killers, she asked that they surrender: "You not only destroyed him, you destroyed me."

Kevin “Track Bully” Harris II was an aspiring hip-hop producer who had sold one track to rapper Ice Cube.

LOS ANGELES (CBSLA) — Nearly a decade after their son was senselessly murdered while sitting in his car, the victim’s parents are still pleading with the public to help solve his murder.

In an emotional news conference at FBI headquarters Thursday, the mother and father of Kevin Robert Harris II said they have not given up on finding the person or persons who killed their young son nearly nine years ago.

“Yes, we are still crying about Kevin,” said the senior Harris. He and his wife are hoping renewed interest in their son’s 2009 murder, along with help from the Bureau, will lead to the capture of Harris’ killers.

Harris, a music producer, was shot in his car shortly after arriving at his Inglewood studio the night of September 20, 2009. He was 21.

“Why would [God] give birth to an angel, then someone comes and takes his life away for no reason?” tearful mother Kathryn asked Thursday.

That lack of reason or motive has made the case more difficult for the family and investigators.

At the time, police believed the murder was gang-related. However, Harris was not in a gang, nor did he have a criminal history. As there is still no motive for the killing, detectives now believe Harris might have been shot in a case of mistaken identity.

"Squeaky clean'' is how one FBI agent working the case put it. It's what makes the particular murder so frustrating and painful. Mom and Dad just want to know why? Why would someone do that to Kevin? So do investigators.

Inglewood Police worked it hard, had persons of interest -- not enough for arrests, turned to the FBI for some help with things like GPS and cell phone tracking, and ballistics, still not enough, not the final pieces of the puzzle to go to a judge and say there's probable cause for an arrest."

The motive for his shooting is a mystery. Was he killed in a case of mistaken identity? Did he get mixed up with the wrong people? Did he unknowingly offend someone? Was he set up? One thing is certain is that witnesses have been hard to find.

The case quickly went cold. After years of no progress, local authorities turned to the FBI for support. New detectives on the case along with Harris' family are determined to find his killer.

"We really need help from the public," says FBI Special Agent Sean Sterle. "Anybody who knows anything about this case and what happened to him and what happened that night to come forward…and that's what our plea is to the public."

Both detectives and his family remain convinced the mystery of Harris' murder will be solved.

"The clues are absolutely out there, we just need that one piece, that one smoking gun," says Kevin Harris, Sr., the artist's father.''
