This one seems really odd and quite tragic. There are no exclusions listed, but I assume during the years he in a nursing facility authorities were trying to identify him? I wonder at what point they realised "Troy Hill" was a stolen identity, and if he was even reported missing in the first place.
 
Circumstances of Recovery

in April 2008 the decedent suffered a stroke and was transported from an unknown location to LAC+USC Medical Center in Los Angeles. He was later transferred to a skilled nursing home (Fidelity Health Care) in El Monte, CA where he remained unable to communicate. The decedent remained at the nursing home until his death on 10/4/16. The decedent was known as "Troy HILL" but this was discovered to be a stolen identity. His true name and DOB are unknown. A review of his medical records provided no further leads to his true identity.


Who was Troy Hill? Where did the UID come across his identity to steal? May give an idea of his origins. A frustrating read.
 
Another stolen identity case that may need to be solved by DNA, even though there are hospital photos. No ruleouts at all in his case.
