They hope but, at the same time, they fear to know for sure that their loved one is dead.[/FONT]

Penelope Jo Milbourn was 25 and pregnant when she disappeared from Eureka on June 7, 1988. Her case file indicates that she was addicted to drugs and had an unspecified personality disorder at the time of her disappearance.
