The Toronto Police Service would like to advise the public of an ongoing sexual assault investigation.

On Saturday, July 11, 2020, at 10:30 p.m., a man was operating a power boat in the area of Woodbine Beach.

It is alleged that:

- a man welcomed two people onto his boat

- once on the boat, he steered the boat away from the shoreline

- the man sexually assaulted the two people

1. Two counts of Kidnapping
2. Two counts of Sexual Assault
3. Two counts of Forcible Confinement
4. Operation of a Conveyance with Ability Impaired
5. Operation of a Conveyance with more than 80 mgs of Alcohol in Blood


He appeared in court, at College Park, on Monday, July 13, 2020, at 10 a.m.

The boat is described as a 22-foot, Rinker power boat, yellow/white in colour.

Police are concerned there may be more victims.''

IMO, it's weird because here in Canada we don't usually publish mugshots, but his photo was released "not for publication".

I'm sitting here thinking that at least one of the victims may be a minor ... pic out there to see if any further victims come forward? Perhaps they have reason to believe this wasn't a one-off incident. Pure speculation on my part.

How to see if there's further without publishing it is strange. Releasing it here is strange.

Riding in a stranger’s boat is the same as getting in his car


''Toronto Police say two people accepted an invitation to ride in the boat of a stranger near Woodbine Beach last Saturday. The little ride ended after they were confined on the vessel and sexually assaulted, say cops. This type of invitation is the same as the guy pulling up next to a woman on the street and asking her to get in. S. K. of Toronto, is charged with kidnapping, sexual assault, forcible confinement and impaired boating. Police have published a photo of the boat, they say, because they fear there are other complainants.''

This is just awful!! I'm so concerned there's other victims because that was unlikely his first attack. I'm glad he's been apprehended

Shanthakumar Kandiah, 54, of Toronto, was arrested and charged with:

1. Two counts of Kidnapping
2. Two counts of Sexual Assault
3. Two counts of Forcible Confinement
4. Operation of a Conveyance with Ability Impaired
5. Operation of a Conveyance with more than 80 mgs of Alcohol in Blood

He appeared in court, at College Park, on Monday, July 13, 2020, at 10 a.m.

It is further alleged:

- on Friday, July 7, 2020, at approximately 5:30 p.m. a man was operating a power boat in the area of Woodbine Beach

- the man met a group of three individuals at Woodbine Beach and welcomed the group on his boat

- he then steered the boat away from shore

- the group requested to be returned to shore but the man refused

- the man then proceeded to perform indecent acts and sexual assaults before eventually returning the group to shore

On Tuesday, October 6, 2020, Shanthakumar Kandiah, 54, of Toronto, was arrested and charged with:

1. Sexual Assault
2. Forcible Confinement
3. Indecent Act

He was scheduled to appear at court on Wednesday, October 7, 2020, at College Park Courts for 9:30 a.m. in room 507.

The boat is described as a 22-foot, Rinker power boat and is yellow/white in colour.

At this time, investigators are aware that the accused had access to multiple vessels and are concerned there may be other victims.

With regard to not wanting the photo published 'for investigative purposes' possibly it is to ensure that anyone who comes forward can pick him out of a lineup without being influenced by the photo
Possibly because there may be no other evidence at all of the crimes than witness statements, LE don't want that evidence undermined by defense allegations of bias.
