New Paltz Man Pleads Guilty to Sexually Exploiting Four Children

Cammron Robinson Admits to Producing Numerous Videos and Images Depicting Child *advertiser censored*

SYRACUSE, NEW YORK – Cammron Robinson, 23, of New Paltz, New York, pled guilty to four counts of sexual exploitation of a child, announced United States Attorney Grant C. Jaquith and James N. Hendricks, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation.

In entering his guilty plea in United States District Court, Robinson admitted that over the course of 3 years he convinced four minor children to engage in sexually explicit conduct and live-stream the activity to him over the internet.

As part of his guilty plea, Robinson admitted that from 2015 through 2017 he used the PS4 gaming console, Skype, Zoom, and cellular telephones to chat with numerous male children online. During the course of these communications Robinson persuaded, induced, enticed, or coerced boys between the ages of 11 and 13 to masturbate and/or show him their genitalia. He then captured the activity in video files he saved to electronic storage devices.

Senior United States District Judge Hon. Thomas J. McAvoy will sentence Robinson on April 17, 2019. He faces a mandatory minimum term of 15 years imprisonment on each count, with a maximum penalty of 30 years imprisonment per count. He will be required to serve a term of supervised release of a minimum of 5 years, and up to life, following his term of imprisonment. Robinson will also be required to register as a sex offender.

Robinson’s case was investigated by the New York State Police Bureau of Criminal Investigations, and the Federal Bureau of Investigation. The case is being prosecuted by Assistant U.S. Attorney Geoffrey J. L. Brown.

Former Pasco County Assistant Principal Pleads Guilty To Producing, Distributing, And Possessing Child *advertiser censored*

Tampa, Florida – United States Attorney Maria Chapa Lopez announces that Kyle Dale Ritsema (36, Land O’ Lakes) today pleaded guilty to producing, distributing, and possessing child *advertiser censored*. Ritsema faces a minimum mandatory of 15 years, and up to 30 years, for producing child *advertiser censored*, a minimum mandatory term of 5 years, and up to 20 years, in federal prison for each of the two child *advertiser censored* distribution charges, and a maximum penalty of 10 years’ imprisonment for the possession charge. In total, Ritsema faces up to 80 years in federal prison. A sentencing date has not yet been set.

According to court documents, starting at least as early as November 2014 until his arrest in February 2018, Ritsema enticed a 14-year-old child on the internet application “Grindr.” Ritsema knew that the boy was a minor during the time when they were in contact. Ritsema met the child in person and had sex with him on at least five occasions over the course of approximately one year. On one such occasion, Ritsema had sex with the child and used his smartphone to take several explicit photos of the child. That same day, Ritsema shared graphic details of that encounter and transmitted the explicit photos to multiple other individuals.

Beginning in March 2017, and continuing until his arrest in this case, Ritsema had been an Assistant Principal (Vice Principal) at Cypress Creek Middle High School in Pasco County. Before holding that position, Ritsema was the Assistant Principal at Pine View Middle School (appointed in July 2015), an Assistant Principal Administrative Intern at River Ridge Middle School (appointed in January 2015), and a math teacher and math coach at Paul R. Smith Middle School, Gulf Highland Elementary School, and Seven Springs Middle School (beginning in 2006).

Child Predator Sentenced to 300 Months for Enticement and Child *advertiser censored* Offenses

KNOXVILLE, Tenn. - On December 20, 2018, Justin Kyle Phelps, 27, of Philadelphia, Tennessee, was sentenced by the Honorable Pamela L. Reeves, U.S. District Judge, to serve 300 months in federal prison for enticing and attempting to entice minors for sex and using a minor to engage in sexually explicit conduct for the purpose of producing child *advertiser censored*. Following his release from prison, Phelps will be supervised by the U.S. Probation Office for 10 years and be required to register with the sex offender registry in any state in which he resides, works, or attends school.

In March 2017, Phelps was arrested when he travelled to Knoxville for the purpose of meeting a minor female for sex. The investigation revealed that he had victimized several minors between the ages of 12 and 15 years, including having sex with some of them and obtaining pornographic photographs of other minors taken at his direction. In July 2018, Phelps pleaded guilty to knowingly enticing and attempting to entice minors through social media for illegal sexual activity.

“Online predators are constantly looking for children to sexually abuse. This prosecution represents part of our efforts to work with law enforcement agencies to protect children from persons who seek to manipulate kids, from the shadows of the internet, for illegal sex and child *advertiser censored*,” said J. Douglas Overbey, U.S. Attorney for the Eastern District of Tennessee.

This investigation was conducted by the Knoxville Police Department’s Internet Crimes Against Children Unit and the U.S. Department of Homeland Security - Homeland Security Investigations. Assistant U.S. Attorney Matthew Morris represented the United States in court proceedings.

Massachusetts Man Sentenced to 5 Years in Prison for Paying Minor to Engage in Sexual Activity over Skype

John H. Durham, United States Attorney for the District of Connecticut, announced that WILLIAM GAUVIN, 43, of Andover, Massachusetts, was sentenced today by U.S. District Judge Michael P. Shea in Hartford to 60 months of imprisonment, followed by 10 years of supervised release, for paying a minor to engage in sexual activity over Skype.

According to court documents and statements made in court, between approximately October 2016 and March 2017, Gauvin, using the name “Will Wiggins,” solicited a 17-year-old boy in Connecticut to engage in sexually explicit conduct over Skype. In exchange for the minor victim transmitting visual depictions of sexually explicit conduct to Gauvin, Gauvin paid the minor victim more than $3,000 using PayPal. Gauvin also asked the minor victim to persuade his brother, who was 15, to engage in sexually explicit conduct in exchange for money.

Gauvin resided in Worcester, Massachusetts, at the time of the criminal conduct.

The investigation revealed that Gauvin also paid other minor victims to engage in sexually explicit conduct online.

GAUVIN was arrested on a federal criminal complaint on November 1, 2017. On September 25, 2018, he pleaded guilty to one count of receipt of child *advertiser censored*.

Gauvin, who is released on a $100,000 bond, was ordered to report to prison on February 15, 2019.

This matter was investigated by Homeland Security Investigations (HSI) and the Connecticut State Police, with the assistance of the Worcester Police Department. The case was prosecuted by Assistant U.S. Attorney Nancy V. Gifford.

Washington County Sheriff's Office Civilian Employee Accused of Enticing a Minor Online and Distributing Child *advertiser censored*

PORTLAND, Ore. – A criminal complaint was unsealed today in federal court alleging Luke De Roy Krieger, 39, of Camas, Washington, engaged in the coercion and enticement of a minor and distributed child *advertiser censored*.

As alleged in the criminal complaint, on approximately August 14, 2018, undercover officers from the United Kingdom (UK) Police Eastern Regional Special Operations Unit contacted Homeland Security Investigations (HSI) London, England, office requesting assistance regarding a mobile app user who had engaged them in sexualized chat regarding young children. The user, later identified as Krieger, discussed his sexual interest in children and talked about traveling to the UK to engage in sexual activity with the undercover officer’s minor daughter.

Working with the mobile app maker and Frontier Communications, investigators were able to locate two IP addresses Krieger used to conduct the illicit communication. One IP address was associated with a residential internet account for Krieger’s home in Camas. The second was linked to a business internet account registered to the Washington County Sheriff’s Office in Hillsboro, Oregon, where Krieger is employed as a non-sworn Information Systems Analyst.

Investigators continued communicating with Krieger via the mobile app, posing both as an adult male residing in Boise, Idaho, and as a 13-year-old female the adult male was supposedly living with and sexually abusing. Krieger revealed having sexual fantasies about several minor females, including children who he had come into contact with regularly. He also shared his desire to use a spy cam to take voyeuristic photos and videos of minor girls in a state of undress.

Krieger repeatedly requested and sent photos of child *advertiser censored* to the undercover officers and, on at least one occasion, a nude photo of himself from the neck down. In response to repeated statements by both the undercover adult and minor, Krieger confirmed that he was aware of the minor’s age. Eventually, the undercover adult invited Krieger to travel to Boise for the purpose of having sex with the undercover minor. Krieger was arrested without incident on December 18, 2018, in Hillsboro before attempting to travel out of state.

Krieger made an initial appearance today in federal court before U.S. Magistrate Judge Youlee Yim You. He will remain in custody pending a detention hearing scheduled for December 21, 2018.

A criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.

Former Mcconnellsburg High School Basketball Coach Sentenced To Over Seven Years’ Imprisonment For Child Exploitation

HARRISBURG - The United States Attorney’s Office for the Middle District of Pennsylvania announced that the Former McConnellsburg High School Basketball Coach, Dane Robert Pollock, age 35, of McConnellsburg, Pennsylvania, was sentenced on December 18, 2018, to 86 months’ imprisonment by U.S. District Court Judge Sylvia H. Rambo for receipt and distribution of child *advertiser censored*. Following Pollock’s seven-year sentence, Judge Rambo imposed a 10-year period of supervised release and a host of strict conditions Pollock must comply with, including having no unsupervised contact with minors under age 18, engaging in no contact with the victims and registering as a sex offender.

According to United States Attorney David J. Freed, Pollock took sexually explicit, nude photographs and videos of at least one female student who was under the age of 18 years of age in 2016. During the investigation, agents identified other minor victims Pollock had exploited between 2011 and 2016, while Pollock was the basketball coach and athletic director.

The case was investigated by the Federal Bureau of Investigation and the Pennsylvania State Police. Assistant U.S. Attorney Meredith A. Taylor prosecuted the case.

Former Carroll County Public School Teacher Pleads Guilty To Production Of Child *advertiser censored*
Also Admitted Engaging in On-line Chats with at Least 9 Minor Males in Order to Obtain Sexually Explicit Images of the Minors

Baltimore, Maryland – Kenneth Brian Fischer, age 40, of Westminster, Maryland, pleaded guilty today to production of child *advertiser censored*.

The guilty plea was announced by United States Attorney for the District of Maryland Robert K. Hur; Special Agent in Charge Gordon B. Johnson of the Federal Bureau of Investigation, Baltimore Field Office; Colonel William M. Pallozzi, Superintendent of the Maryland State Police; Sheriff James T. DeWees of the Carroll County Sheriff’s Office; Colonel Edwin C. Roessler Jr. of the Fairfax County, Virginia Police; Carroll County State’s Attorney Brian DeLeonardo, and Fairfax County Commonwealth's Attorney Raymond F. Morrogh.

According to his plea agreement, Fischer was a resident of Carroll County, Maryland and at the time of the conduct was employed as a teacher by the Carroll County School System. In August 2017, law enforcement identified Fischer after he communicated with an undercover agent posing as a minor male on a social networking application geared toward gay and bisexual men. In his chats with the undercover detective, Fischer attempted to arrange a meeting with the detective posing as a minor male, in order to engage in sexually explicit conduct. Law enforcement subsequently executed a search warrant at Fischer’s home in Westminster, Maryland and seized various electronic devices. A search on a cell phone revealed that Fischer had been communicating with five real minors beginning in November 2014 and continuing through his arrest in September 2017.

Fischer admitted that he enticed minor males to engage in sexually explicit conduct with him and took images and videos documenting that conduct. Fischer also attempted to entice two other minor males to engage in sexually explicit conduct with him. In addition, Fischer engaged in online chats with at least an additional nine minor males in which he either attempted to or did obtain sexually explicit photos of the minor males at his request. One minor male was 13 years old at the time the nude photos were exchanged.

Fischer was previously arrested in Westminster, Maryland on related charges and has been in custody since September 13, 2017.

As a consequence of Fischer’s guilty plea, he will be required to register as a sex offender in the places where resides, is an employee, and is a student, pursuant to the Sex Offender Registration and Notification Act (SORNA), and the laws of the state of his residence.

Fischer and the government have agreed that if the Court accepts the plea agreement, Fischer will be sentenced to a mandatory minimum of 15 years in prison and a maximum of 25 years in prison, and will be required to pay a special assessment of $5,000. U.S. District Judge Richard D. Bennett has scheduled sentencing for May 20, 2019, at 3:00 p.m.

Houston Man Gets 30 Years for Trafficking Children for Commercial Sex

HOUSTON – A 41-year-old Houston man is headed to prison after for trafficking children for commercial sex and attempting to do so during the 2012 Olympics, announced U.S. Attorney Ryan K. Patrick.

A federal jury convicted Jason Daniel Gandy July 23, 2018, on four counts of sex trafficking of minors, one count of transportation of minors, one count of sexual exploitation of a child and one count of transportation of child *advertiser censored* following a three-day trial and less than three hours of deliberations.

Today, Chief U.S. District Judge Lee H. Rosenthal ordered Gandy to serve a total of 360 months in prison. Following his incarceration, Gandy will be on supervised release for the rest of his life, during which time he will have to comply with numerous requirements designed to restrict his access to children and the internet. He will also be ordered to register as a sex offender.

At the hearing, three young men provided testimony about how Gandy victimized them and how it impacted, and continues to influence, their lives. They stated that Gandy had made them feel worthless and stole their innocence and that they have struggled with substance abuse and thoughts of suicide since their victimizations.

The court gave Gandy the opportunity to address the court, at which time he continued his attempts at manipulating the victims. He showed no remorse and attempted to cast himself in the role of victim.

In imposing the sentence, Judge Rosenthal called Gandy “an abuser of vulnerable human beings.” “You are evil,” she said, “and most evil are those who willingly exploit others for their own gratification.” The court noted the need for restitution for the victims outweighed the need for a fine and therefore waived it. That restitution will be addressed at a later date.

United Kingdom immigration officers stopped Gandy in July 2012 after he and a minor male child arrived in London on a flight which originated in Houston. The officials in London believed something was amiss about someone of his age traveling with a 15-year-old male who are not related. Both individuals were returned to Houston on separate airplanes.

Upon arrival in Houston, Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) met them. Their investigation revealed Gandy ran a massage business out of his home and was using the young boy to give massages. During the massages, paying customers were allowed to fondle the child. He was also required to sexually gratify customers by masturbating them.

Gandy paid for the trip to London and the child’s passport fees. Gandy’s intent was for the child to perform massages in London during the 2012 Olympics. The investigation also revealed Gandy molested the child on more than one occasion and intended to continue to do so.

After authorities had detained Gandy on the original transportation of minor charge, further investigation revealed there were multiple young men who Gandy victimized, some as minors and some as adults. During trial, four of the identified victims - all minors at the time of the exploitation - testified as to how Gandy manipulated them into performing massages on men which culminated in the sexual gratification of the client.

Gandy has been and will remain in custody pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.

Mayport Navy Lieutenant Pleads Guilty To Using The Internet To Entice And Meet A Child To Engage In Sexual Activity

Jacksonville, Florida – United States Attorney Maria Chapa Lopez announces today that Michael Douglas McNeil (31, Jacksonville) has pleaded guilty to using the internet to attempt to entice a child to engage in sexual activity. McNeil faces a minimum mandatory penalty of 10 years, and up to life, in federal prison. McNeil is a lieutenant in the U.S. Navy; he has been detained since his arrest on August 30, 2018.

According to court documents, on August 27, 2018, a detective with the Clay County Sheriff’s Office, who was posing online as a family member of a 12-year-old handicapped child, received a message on a social media application from McNeil, who identified himself as “Mark.” McNeil expressed interested in having sex with the “child” and was advised that the “child” was 12 years old. Between August 27 and August 30, 2018, McNeil and the undercover detective discussed plans for McNeil to meet the “child” for sex. McNeil asked for several photos of the “child,” sent the undercover detective an explicit photo of himself, and asked specific questions about the “child’s” sexual experience and abilities. On August 30, 2018, McNeil drove to a coffee shop in Orange Park to meet the “child” for sex and was arrested.

During an interview, McNeil admitted, among other things, that he had engaged in online and text conversation with the “guardian” of the 12-year-old “child,” that he had sent them a photo of his own genitalia, and that he showed up to meet the “child” because of his “curiosity” about “a younger girl.”

This case was investigated by the Clay County Sheriff’s Office, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations, the Naval Criminal Investigative Service, and the Jacksonville Sheriff’s Office. It is being prosecuted by Assistant United States Attorney D. Rodney Brown.

Former University of Michigan Doctor Sentenced on Child Exploitation Charges

DETROIT – A former University of Michigan doctor was sentenced today to 10 years in prison on child exploitation charges, announced United States Attorney Matthew Schneider.

Schneider was joined in the announcement by Special Agent in Charge Steve Francis, Department of Homeland Security Investigation (HSI).

Sentenced was Mark Hoeltzel, 47, of Ann Arbor, Michigan. Hoeltzel pleaded guilty on September 13, 2018 before U.S. District Judge Arthur Tarnow to online enticement of a minor.

According to court records, in 2017, Hoeltzel, a pediatric rheumatoid arthritis doctor, created a Facebook account for a fictitious teenage boy and used this persona to engage in online conversations with numerous minor girls across the country. During these conversations, Hoeltzel was able to convince the minor girls to produce child *advertiser censored*.

“The Department of Justice is committed to the safety and well-being of the most vulnerable members of our society – our children,” stated United States Attorney Matthew Schneider. “This defendant pretended to be a teenage boy in order to sexually exploit minors, many the same age as the patients he treated.”

"The sentencing handed down in this case reflects the serious nature of the crimes committed, which are particularly troubling given the defendant's role in the community as a physician,'" said Steve Francis. “Mr. Hoeltzel abandoned his oath to "do no harm" and instead sought opportunities to harm and exploit innocent children. This case shows that HSI is committed to investigating child predators regardless of the positions they hold in society.”

Canadian man sentenced for enticing Georgia and Mississippi girls to engage in sexually explicit conduct over the internet

ATLANTA - Yves Joseph Legault has been sentenced for coercing and enticing the production of child sexual exploitation images over the Internet. The defendant preyed on children in both Mississippi and Georgia simultaneously.

“Legault’s determination to pursue lurid desires shows his lack of fear of the law and a willingness to harm children no matter how young they are,” said U.S. Attorney Byung J. “BJay” Pak. “Predators use the Internet and social media sites to lure unsuspecting teens into their web of deceit. Fortunately, our law enforcement partners adapt quickly to new methods these individuals use, and catch those who prowl the Internet to engage in sexual activity with minors. Our office will continue to prosecute these cases, and we highly encourage parents to be actively involved in children’s social media activities and Internet use.”

“Predators like Legault are always lurking on line, and a threat to our children. Hopefully his sentencing will serve as a warning to all parents to monitor what their children are doing on the internet and on their cell phones,” said Chris Hacker, Special Agent in Charge of FBI Atlanta. “Be assured the FBI's Violent Crimes Against Children unit and its Metro Atlanta Child Exploitation Task Force (MATCH) will use every investigative resource and remain vigilant for predators who pose a threat to children.”

According to U.S. Attorney Pak, the charges and other information presented in court: Beginning in approximately July 2017, Legault met a 13-year-old Marietta, Georgia, girl on the website Omegle, a free online and anonymous text and video chat tool. After moving their communications to Google Hangouts, the defendant asked the teen to perform sexual acts on live video-streaming for him. He eventually arranged to travel from Canada to Atlanta, Georgia, in order to have sex with the girl.

On August 11, 2017, Legault was arrested after flying from Toronto, Canada into Atlanta’s Hartsfield Jackson Airport to have sex with the teen. The 13-year-old girl’s mother had alerted agents with the FBI to the relationship after she intercepted a package he sent her daughter from Canada. A federal grand jury charged Legault for this conduct on August 15, 2017.

During the pendency of the Atlanta case and upon further investigation, agents discovered that during this same time period, Legault was also engaged in coercive and enticing chat and message exchanges with an eight-year-old girl residing in Pascagoula, Mississippi. Legault asked the girl to engage in sexually explicit behavior while the two were chatting over a live-streaming communication device. He was subsequently charged in the Southern District of Mississippi with one count of coercing and enticing the production of child *advertiser censored*.

Yves Joseph Legault, 54, of Ontario, Canada, has been sentenced to 16 years in prison to be followed by supervised release for life, a $200 special assessment, and he will be deported to Canada upon completion of his sentence. Legault pleaded guilty to both federal cases in the Northern District of Georgia on September 18, 2018, was sentenced by U.S. District Judge Orinda D. Evans.

This case was investigated by divisions of the FBI in Georgia and Mississippi.

Teacher In Federal Custody After Seeking Sex With A Minor
JCPS middle school teacher and youth sports coach charged with seeking sex with a minor

LOUISVILLE, Ky. – A Louisville, Jefferson County Public Schools teacher has been charged in a criminal complaint, and detained as ordered by United States Magistrate Judge Regina S. Edwards for attempting to entice a minor to engage in sexual activity, announced United States Attorney Russell M. Coleman.

Brandon Lee Dietz, 37, was placed in the custody of the U.S. Marshals Service on Friday.

According to a criminal complaint filed on November 30, 2018, law enforcement became aware of Dietz’s actions on November 19, 2018, when an undercover investigator, authorized by the Kentucky Attorney General’s Department of Criminal Investigations, posing as a 14-year-old girl, was contacted over KiK messenger by an unknown subject. A conversation developed which was made sexual by the subject, including a request for sexual images, and a request to meet in person to engage in sex acts. The subject, later revealed through investigatory techniques to be Brandon Dietz, also sent two “live” images of himself to what he believed to be the 14-year old, but was actually an undercover investigator. The conversation between Dietz continued through the night of November 20, and into the next day. On November 21, 2018, the undercover agent agreed to meet Dietz in Jeffersontown, Kentucky.

Law enforcement set up surveillance in the area where the undercover agent set up to meet Dietz. The Defendant, driving a blue Honda Civic, passed one of the unmarked law enforcement vehicles. Shortly thereafter, Deitz texted the undercover agent and said he believed he was being “set up.” Deitz specifically identified areas where, in fact, unmarked law enforcement vehicles were sitting. Officials moved their vehicles, and the Defendant entered the subdivision where the meeting place was set. The vehicle immediately turned around within sight of a previously identified law enforcement vehicle and left the neighborhood at a high rate of speed. The vehicle did not come to a complete stop at the posted stop sign. The undercover investigator initiated a traffic stop, however, the vehicle did not immediately stop in spite of the use of lights and siren. When Dietz stopped the undercover investigator recognized the Defendant from images sent during the KiK communications.

In a post-Miranda interview with Dietz he admitted to traveling to the area to meet a “girl” he met online. According to the criminal complaint, Dietz admitted to having a sexual conversation with the UC after learning she was a minor, and acknowledged driving to Jeffersontown with the intent to have sex with the underage girl.

Federal Judge Sentences Former Pasco County Schools Transportation Manager To Life In Federal Prison For Child Enticement And Child *advertiser censored* Offenses

Tampa, Florida – U.S. District Judge Virginia Hernandez Covington today sentenced William Matthew Napolitano (35, New Port Richey) to life in federal prison for enticing and coercing a minor to engage in sexual activity, and for possessing child *advertiser censored*. Napolitano had pleaded guilty on August 29, 2018.

According to court documents, from 2014, through most of 2017, Napolitano—at the time employed by Pasco County Schools as a Transportation Manager—lured a 15-year-old student into a predatory sexual relationship that lasted several years. In addition, Napolitano invited the student to view his collection of child *advertiser censored*, invited him to watch live productions of child *advertiser censored* on the internet, and invited him to engage in group sex with other adults and other minors. Napolitano also produced and distributed depictions of the sexual abuse of the student.

A review of Napolitano’s electronic devices revealed his interest in enticing and having sex with children and detailed his pattern of arranging such sexual encounters. Napolitano’s devices also contained thousands of message threads wherein he discussed raping babies and young children, intentionally contracting and spreading the Human Immunodeficiency Virus (HIV), and incest. He also actively participated in and encouraged others to sexually abuse children for his own viewing pleasure. Napolitano had amassed a large collection of child sex-abuse videos and other sexually explicit material, including infant and toddler *advertiser censored*, *advertiser censored* involving young children, and *advertiser censored* involving feces, bestiality, and sadistic and masochistic conduct.

At the time of his arrest, Napolitano was a Manager of Transportation Services for Pasco County Schools. Before ascending to that position, he was a Transportation Route Specialist (2006–2010) and a school bus driver (2004–2006). From 2001 through most of 2004, Napolitano worked at the YMCA in New Port Richey, Florida, as a childcare worker, child supervisor, and senior program director.

“The atrocities committed by this child predator who was in a trusted position at a school district cannot be undone,” said HSI Special Agent in Charge James C. Spero. “But our greatest hope is that with this life sentence, we can bring some closure to the victims as they continue in the recovery process.”

Former LMPD Officer Pleads Guilty To Enticing Minors, Distribution, And Possession of Child *advertiser censored*

LOUISVILLE, Ky. – A former Louisville Metro Police Department officer has pleaded guilty before United States District Judge David J. Hale for enticement, attempted enticement, possession of child *advertiser censored*, transfer of obscene materials to a minor and distribution of child *advertiser censored*, announced United States Attorney Russell M. Coleman.

“This defendant dishonored the proud badge and uniform of Louisville’s Finest with his perversion and used it to prey on our young people,” stated U.S. Attorney Russell Coleman. “The Federal Bureau of Prisons awaits the outcome of his sentencing.”

Kenneth R. Betts, 34, of Shelbyville, Kentucky, was charged in an Indictment returned by a federal Grand Jury on November 7, 2018, with one count of distribution of child *advertiser censored*, one count of possession of child *advertiser censored*, three counts of enticement of individuals under the age of 18 years to engage in sexual activity, one count of transfer of obscene materials to an individual under the age of 16, and one count of attempted enticement of an individual under the age of 18. All of his criminal conduct occurred in Jefferson County, Kentucky.

According to the Plea Agreement, in or about and between February 2006 and February 2008, Betts communicated with an individual (John Doe 1), who had not attained the age of eighteen years. Betts communicated with John Doe 1 via Facebook and other social media. During those communications, Betts knowingly persuaded, induced, and enticed John Doe 1 to engage in sexual activity, including sharing sexually explicit images with Betts. The resending of such images is sexual activity that constitutes a criminal offense.

On or about May 14, 2014, Betts knowingly distributed child *advertiser censored*. He sent two of the images referenced above to John Doe 1. Betts transmitted the images to John Doe 1 using Facebook.

Law enforcement officials executed a state search warrant on Betts’ residence on October 13, 2016. Among other things, they seized digital devices – including an external hard drive. Forensic examination of the digital devices revealed Betts’ possession of child *advertiser censored*. Namely, he possessed the four images he originally requested and received from John Doe 1.

John Doe 2 (Counts 4 and 5). In or about and between May 2010 and May 2014, Betts communicated via the Internet with an individual (John Doe 2), who had not attained the age of eighteen years. The two met and became acquainted through the LMPD Explorers Program. Betts communicated with John Doe 2 via Facebook and other social media platforms. During those communications, Betts knowingly persuaded, induced, and enticed John Doe 2 to engage in sexual activity. The sexual activities included a one-time in-person sexual encounter involving oral sex between Betts and John Doe 2 and repeated requests for sexually explicit images to be shared with Betts. The oral sex and requests for photos are activities for which a person may be prosecuted for a criminal offense.

From May 2010 through May 2012, Betts used a facility and means of interstate commerce to send pictures of himself to John Doe 2. During that time period, Betts knew John Doe 2 had not attained the age of 16 years.

Jane Doe 1 (Count 6) In or about and between June 2013 and July 2013, Betts used a facility and means of interstate commerce, that is, a cellular telephone and its text messaging feature, to communicate with Jane Doe 1. At that point in time, Jane Doe 1 was 16. The two met and became acquainted through the LMPD Explorers Program. During the communications, Betts asked Jane Doe 1 to meet for sexual activity. He also asked Jane Doe 1 for sexually explicit photos, which Jane Doe 1 provided to him. The photos Jane Doe 1 provided constituted a violation of Kentucky law. Law enforcement officials with LMPD observed the images as well as the receipt of those images by Betts. However, the images were destroyed during the initial investigation.

John Doe 3 (Count 7) In or about and between September 2014 and November 2014, Betts used a facility and means of interstate commerce, that is, a cellular telephone, Facebook and SnapChat (a social media platform), to communicate with John Doe 3. At that point in time, John Doe 3 was 17. Betts and John Doe 3 had met and become acquainted through the LMPD Explorers Program. During the communications, Betts asked John Doe 3 to meet for sexual activity. He also asked John Doe 3 for sexually explicit photos. He attempted to persuade, induce, entice, or coerce John Doe 3 to engage in unlawful sexual activity. Betts sent John Doe 3 a photograph of himself wearing an LMPD uniform and in the company of a young woman during some of the communications encouraging a three-way. However, John Doe 3 refused to meet Betts for sexual activity or to send the requested sexually explicit images of himself.

Betts faces no less than 10 years in prison due to statutory mandatory minimum sentencing requirements. The maximum potential sentence is life in prison. The charges also carry a maximum potential fine of $1,750,000.00 and a term of Supervised Release of not less than five years and could be up to a term of life. There is no parole in the federal criminal system. Sentencing has been scheduled for March 18, 2019

Lynn District Court Assistant Chief Probation Officer Arrested for Sexually Exploiting a Child

BOSTON – An Assistant Chief Probation Officer for Lynn District Court was arrested today and charged in federal court in Boston with child exploitation.

Brian Orlandella, 46, of Beverly, was charged with one count of sexual exploitation of a child and one count of transfer of obscene material to a minor. Orlandella appeared in federal court in Boston today and is scheduled for a probable cause hearing on Friday.

According to the charging document, in May 2018, a mother in Texas contacted the local police about messages she found on her 13-year-old daughter’s cell phone between her daughter and an adult man, later identified as Orlandella. The messages, sent via Kik, revealed conversations in which the man sent the minor images of himself masturbating and directed her to send him naked pictures and videos of her. She told him she was 14-years-old, and he acknowledged that he is much older than she is.

Authorities were able to trace the suspect’s Kik account’s IP address to Orlandella’s residence in Beverly, Mass., where law enforcement executed a search warrant this morning and seized phones that are now undergoing forensic analysis.

The charge of sexual exploitation of children provides for a mandatory minimum sentence of 15 years and up to 30 years in prison, a minimum of five years and up a lifetime of supervised release, and a fine of $250,000. The charge of transfer of obscene material to a minor provides for a sentence of no greater than 10 years in prison, three years of supervised release, and a fine of $150,000. Sentences are imposed by a federal district court judge based on the U.S. Sentencing Guidelines and other statutory factors.

United States Attorney Andrew E. Lelling and Peter C. Fitzhugh, Special Agent in Charge of Homeland Security Investigations in Boston, made the announcement today. Assistant U.S. Attorney Anne Paruti, Lelling’s Project Safe Childhood Coordinator and a member of the Major Crimes Unit, is prosecuting the case.

Newark Physician Sentenced To 21 Years In Federal Prison For Child Exploitation Offenses

ROCHESTER, N.Y. - U.S. Attorney James P. Kennedy, Jr. announced today Dr. David Blasczak, 70, of Newark, NY, who was convicted of receiving child *advertiser censored*, was sentenced to serve 262 months in prison guilty by U.S. District Judge Charles J. Siragusa.

Assistant U.S. Attorney Kyle P. Rossi, who handled the case, stated that the defendant was a physician at the Clyde Family Health Center in Clyde, NY. Between September 1, 2015, and January 18, 2018, Blasczak subscribed to a website from his home that offered child *advertiser censored* for purchase. The defendant created an account and purchased images and videos of child *advertiser censored* which were emailed to Blasczak. The images and videos depicted prepubescent children engaged in sexual conduct with adults and other children, as well as prepubescent children, infants, and toddlers subjected to sexual abuse. In total, the defendant received and/or possessed approximately 2557 images and 78 videos depicting child *advertiser censored*.

In addition to receiving images and videos of child *advertiser censored*, as part of his plea agreement with the government, Blasczak also admitted to the following:

• Between approximately 1990 and 2000, Blasczak hosted slumber parties at his home which were attended by minor females between the ages of seven and 12. On several occasions, the defendant entered the room in which the minor females were sleeping, manipulated their clothing, and subjected them to sexual contact. This behavior typically consisted of Blasczak touching private areas of the minors’ bodies. The defendant also took photographs of the minors’ exposed private areas when he was able to remove their clothing. Blasczak engaged in as many as 40 different incidents of such sexual conduct involving approximately eight to 10 minor females.
• The defendant also stole children’s underwear from various places, including a friend’s house, for his sexual gratification.
• In his position at the Clyde Family Health Center, Blasczak took nude photographs of the genitals of multiple minor female patients at his medical office. The defendant represented to parents that the photographs were needed for a “study,” which was neither sanctioned, funded, nor approved by any official medical body or learning institution. During a search of the defendant’s medical office, Homeland Security Special Agents discovered prepubescent child sex dolls, and novels that the defendant wrote concerning the sexual abuse of children.

During the course of the investigation, Homeland Security Special Agents conducted interviews with close to 30 individuals who were exposed to some type of inappropriate conduct by the defendant.

“The defendant occupied one of the greatest positions of trust in our society. He betrayed that trust by hurting children rather than healing them,” stated U.S. Attorney Kennedy. “As a result of his predatory behavior, Dr. Blasczak will likely spend the rest of his natural life in prison. The sentence fulfills our obligation to protect our most vulnerable among us.”

“This case is particularly troubling especially in light of the defendant's role as a doctor who had taken an oath to 'never do harm,'" said Kevin Kelly, Special Agent-in-Charge for HSI Buffalo. “He instead sought opportunities to harm and exploit innocent children. This case shows that HSI is committed to investigating child predators regardless of the positions they hold in society.”

Former Pasco County Assistant Principal Pleads Guilty To Producing, Distributing, And Possessing Child *advertiser censored*

Tampa, Florida – United States Attorney Maria Chapa Lopez announces that Kyle Dale Ritsema (36, Land O’ Lakes) today pleaded guilty to producing, distributing, and possessing child *advertiser censored*. Ritsema faces a minimum mandatory of 15 years, and up to 30 years, for producing child *advertiser censored*, a minimum mandatory term of 5 years, and up to 20 years, in federal prison for each of the two child *advertiser censored* distribution charges, and a maximum penalty of 10 years’ imprisonment for the possession charge. In total, Ritsema faces up to 80 years in federal prison. A sentencing date has not yet been set.

According to court documents, starting at least as early as November 2014 until his arrest in February 2018, Ritsema enticed a 14-year-old child on the internet application “Grindr.” Ritsema knew that the boy was a minor during the time when they were in contact. Ritsema met the child in person and had sex with him on at least five occasions over the course of approximately one year. On one such occasion, Ritsema had sex with the child and used his smartphone to take several explicit photos of the child. That same day, Ritsema shared graphic details of that encounter and transmitted the explicit photos to multiple other individuals.

Beginning in March 2017, and continuing until his arrest in this case, Ritsema had been an Assistant Principal (Vice Principal) at Cypress Creek Middle High School in Pasco County. Before holding that position, Ritsema was the Assistant Principal at Pine View Middle School (appointed in July 2015), an Assistant Principal Administrative Intern at River Ridge Middle School (appointed in January 2015), and a math teacher and math coach at Paul R. Smith Middle School, Gulf Highland Elementary School, and Seven Springs Middle School (beginning in 2006).

Federal Judge Sentences Former Pasco County Schools Transportation Manager To Life In Federal Prison For Child Enticement And Child *advertiser censored* Offenses

Tampa, Florida – U.S. District Judge Virginia Hernandez Covington today sentenced William Matthew Napolitano (35, New Port Richey) to life in federal prison for enticing and coercing a minor to engage in sexual activity, and for possessing child *advertiser censored*. Napolitano had pleaded guilty on August 29, 2018.

According to court documents, from 2014, through most of 2017, Napolitano—at the time employed by Pasco County Schools as a Transportation Manager—lured a 15-year-old student into a predatory sexual relationship that lasted several years. In addition, Napolitano invited the student to view his collection of child *advertiser censored*, invited him to watch live productions of child *advertiser censored* on the internet, and invited him to engage in group sex with other adults and other minors. Napolitano also produced and distributed depictions of the sexual abuse of the student.

A review of Napolitano’s electronic devices revealed his interest in enticing and having sex with children and detailed his pattern of arranging such sexual encounters. Napolitano’s devices also contained thousands of message threads wherein he discussed raping babies and young children, intentionally contracting and spreading the Human Immunodeficiency Virus (HIV), and incest. He also actively participated in and encouraged others to sexually abuse children for his own viewing pleasure. Napolitano had amassed a large collection of child sex-abuse videos and other sexually explicit material, including infant and toddler *advertiser censored*, *advertiser censored* involving young children, and *advertiser censored* involving feces, bestiality, and sadistic and masochistic conduct.

Ritsema and Napolitano soon discovered that they were both employees of Pasco County Schools and discussed their employment. Ritsema and Napolitano also conversed about their shared interest in having sex with minors.
