I wonder if she took her own life. It sounds like she had a history of self harm.

Sad and possible...but I am not sure about someone doing that near a road? I have another idea -- that something happened and someone panicked, took her out of a car, leaving her at the roadside.

Or your idea, but she changed her mind, walked from somewhere nearby to seek assistance, but then collapsed near the road?

I think she'll be identified this year.
 
She does have a history of going out of state, could be a pattern imo
 
Being the same state is something, IMO. For some people, it may be their comfort-zone to at least stay in the same state. Florida seems to have many new missing persons every week, though.
