Circumstances of Discovery
The victim was attempting to cross Silverstar Road, near Healy Drive, while wearing dark clothing. She was struck by a vehicle, and transported to Orlando Regional Medical Center. The accident occurred on March 15, 1999.

She resided in Beverley Nursing Home, in Winter Garden, until her death on November 23, 1999.

The fact that they mention dark clothing makes me think she tried crossing the road after sunset, therefore, was less visible to the drivers. That intersection does have some Jamaican based food businesses nearby but a number of houses too. If she was Jamaican it is possible her family, who could still be in Jamaica, has no idea what happened to her.

It is very odd that in 1999 for upwards of 8 months no one took a photo of this unidentified woman. Is it possible that there was concern of violating HIPAA laws? Kind of a catch 22 of sorts: we need help identifying our patient but by putting her picture out there we could be violating her right to privacy regarding medical information. I know there are other cases where we have seen pictures of unidentified persons in the hospital but without digging I can't be sure that those weren't pre HIPAA which went into effect in 1996.
Still doesn't explain why they didn't photograph her at the morgue though.
