Phovixay came to the United States from Laos as a girl when her family settled in Newnan. She was 19 years old when she disappeared after visiting her fiance at his residence in a south Coweta County mobile home park in Moreland in 1987...

Evidence presented at the 2007 trial indicated that after Phovixay left her boyfriend's home in October 1987, she got a flat tire and Manley stopped as if to help her. The young woman was never seen alive again. A timber cruiser discovered Phovixay's skull while checking a forest in Harris County. From other remains, investigators concluded the missing woman had been tied to a tree, raped and killed.
