What about Rory Kesinger?
She could have gained weight between 1973 and 1979.
Both have brown hair and blue eyes.
They are the same height. Rory is 5"3"-5"4", the unidentified is 5"4".Facial structure, nose, eyes, eyebrows are very similar.
Circumstances could be the same.
~If Rory was on the run, she could have borrowed clothes from someone (the unidentified was wearing men's clothing). And she could have committed suicide by running into a vehicle.
Rory did not have these tattoos, but she could have gotten them during this time.
In 1979, Rory would have been about 30-31, which falls in the 18-30 range.
From Plymouth MA to Upper Marlboro, MD, 458.5 miles, or about 7 hours 30 minutes.
