"You are commended for having responded positively to supervision and for the personal accomplishments you have made," the award reads. It also calls him a "productive citizen." El Dorado County Sheriff Announces Resignation

EL DORADO COUNTY (CBS13) &#8213; The El Dorado County Sheriff has announced that he will be stepping down later this year.

In a letter addressed to the El Dorado County Board of Supervisors Monday, Sheriff Jeff Neves announced he will be retiring effective Dec. 26, 2009. He did not provide an explanation of why he was resigning, but had this to say about this about his decision:

"The decision as not an easy one and certainly one with many mixed emotions. However, after 30+ years it is the right one for my family and I."

Neves' resignation comes not only during a hotly-contested Sheriff's political race, but during possibly the biggest criminal investigation to hit El Dorado County in recent years: the discovery of high-profile kidnapping victim Jaycee Lee Dugard.

Smiling Jaycee shows nothing of 18-year hell
KIDNAP girl Jaycee Lee Dugard shows she can smile again after her 18 years of hell.

With mum Terry Probyn by her side, she's making strides just two months after her release.

A family pal said: "You'd never guess the nightmare she's been through.

"She's a sweet girl and kind. She has real innocence in her eyes."

In our exclusive snaps, Jaycee, 29, and Terry, 50, are seen walking hand-in-hand and leafing through photos.

A pre-preliminary hearing is scheduled today in Placerville, Calif., for Phillip and Nancy Garrido, who are charged with kidnapping Jaycee Lee Dugard in 1991 and sexually assaulting her.

At the hearing in El Dorado Superior Court, prosecutors might seek a date for a preliminary hearing or continue the case, said Nancy Anderson, executive secretary for El Dorado District Attorney Vern Pierson.

At today's hearing, after a 45-minute delay during which the prosecutor and lawyers met with the judge behind closed doors, the judge announced he would postpone the hearing until Dec. 11.

Judge Douglas Phimister said that at the December hearing they will discuss discovery issues and other concerns raised before the court this morning, but he declined to elaborate.

Also at the hearing was Ken Slayton, who says he is Dugard's biological father.

A brief hearing for a Northern California couple charged with kidnapping and raping Jaycee Lee Dugard has given two others with personal stakes in the case their first glimpses of the defendants in court.

Neither Dugard nor any members of her immediate family went to the hearing. But it was attended by the woman Phillip Garrido was convicted of raping and kidnapping in 1976, as well as a Southern California man who said he's Dugard's biological father.

Katherine Callaway Hall said she "almost broke down" as she sat in the court gallery watching Garrido, who was in court along with his wife, Nancy Garrido, for proceedings related to the kidnapping of Jaycee Lee Dugard.

Hall said Phillip Garrido made eye contact with her.

"He looked right at me, and I just glared right back," Hall said. "I just wanted to say, 'Look at me. You know, I'm here.'"

Katie was Phillip Garrido's first known victim. This morning, she flew from Las Vegas to Placerville to be in the front row of the courtroom when Phillip Garrido walked in.

"He looked right at me, and I just wanted to look at him and say 'look at me, I'm here; I'm not going away this time'," said Katie.

Katie has one last message for Phillip Garrido: "I don't care how many brownie points you get in prison, and how you may slip through the system again you're not."

The hearing, which started 45 minutes late as attorneys met in chambers with the judge to discuss discovery issues, was set back to Dec. 11.

Also present was Ken Slayton, the 63-year-old Riverside County man who claims to be Jaycee Dugard's biological father. Slayton was accompanied by prominent Los Angeles attorney Gloria Allred, who said she was hoping to arrange for her client to meet Dugard.

Allred did not speak during the brief court hearing but afterword said to about 50 assembled media members that she will try to get Slayton in contact with Dugard.

Phillip and Nancy Garrido made a brief joint appearance in court in Placerville, El Dorado County, California, to hear a judge postpone the hearing until December. They are charged with 29 counts, including kidnapping, rape and false imprisonment. They have pleaded not guilty.

They were dressed in red regulation prison uniforms and handcuffed. Neither spoke as they sat with their lawyers, watched intently by Mr Slayton and more than 30 members of the media.

Afterwards Mr Slayton, who lives in Los Angeles, said: &#8220;I just want to rip this guy&#8217;s head right off. Being in the same room as him, I just wanted to go over and take care of business. What he did to my daughter and grandchildren ... I saw what you all saw in there &#8212; Garrido&#8217;s nothing, he&#8217;s a sack of garbage.&#8221;

Former Victim Speaks Out After Garrido Hearing

She recalled what authorities told her at the time, "'He's going to be in a fish bowl the rest of his life, don't worry about it, we've got this'&#8230;They didn't."

Callaway Hall said she felt some responsibility for what happened to Dugrad.

"I just feel like if I had been a little more proactive, I shouldn't have shut up and gone away 18 years ago. I have to live with the Jaycee Lee Dugard case," she said. "Well, I'm not going to shut up and go away now."

Slayton claims to be Dugard's father but said he has never met her because he did not know she existed until he briefly became a suspect in her 1991 kidnapping.

The lawyer, Gloria Allred, said Dugard's mother, Terry Probyn, so far has not tried to dispute that Slayton is the father, but has not permitted him to be in contact with her.

Slayton did not help raise Dugard because he lost contact with her mother shortly after the pregnancy, according to a press release written by Allred.

When asked why he still had not seen Dugard, Allred said, &#8220;Because (Dugard) is in a safe and secure location. In other words, we don't know where she is.&#8221;

Slayton was also asked why he is only now attempting to be a part of his daughter's life.

He responded, &#8220;Is it ever too late to be a father? If you knew the whole story you'd understand.&#8221;
