How and why would they NOT check her footage to see is there is anything that could help them find the person who started the fire? When they know this woman has cameras on her property.

Even if they already knew who set the fire, wouldn't they need any video they could find for evidence at trial? This is so confusing.

ETA: The only thing I can think of is that the person who set the fire was being followed by them. They know who it is, but are waiting for more DNA tests, etc. to make an arrest. I'm really trying to find a good reason. This may not be it.

I mean Phelps’ himself could have set the wires weeks earlier when the police had started questioning him. And maybe they were on a timer? If that’s possible.

Or they already know even though no arrests have been made with the arson.

So these kidnapped, caged and killed Cassidy right away. The article linked a couple pages back quoted the sheriff stating she was killed a month before she was reported missing by a family member.

JMO the whole story about her staying with Phelps until she could "get herself together" or whatever is false. They just kidnapped her from the streets.

I've searched, but have been unable to find much information on Cassidy, only that she has a child. Did she have family, why wasn't she with her child, where was she living prior to this? I have so many questions, including why it took over a month to report her missing?

I have questions, too. If you check back in the first part of this thread there's some information. Her mother wS mudered some years ago, found dead in someone's back yard or a vacant lot.

I don’t think this was a random, “grabbed from the streets” situation. She knew her attackers. Cassidy’s family owned property down the street from Phelps. A neighbor was quoted in MSM saying she had seen Cassidy around. She might have been staying there for a few weeks before the murder took place - either willingly or by force, possibly drugged.

I'm not sure where I happened across the anecdote, probably unsubstantiated, but I was under the impression that Cassidy had been used for B/D and offered up locally for sex work by Phelps. If true, this could explain a lot of the shady behavior. Multiple locals may have tacit complicity and knowledge of elements of the crime. Someone might have thought there was additional evidence in the shack (video probably) that would have implicated them.

My guess would be that it's someone with some influence in the community (on the sheriff's office) which is why they're not seeking out evidence on the arson (like doorbell camera footage) but it's not actually the cops themselves or else Phelps would have "hung himself in his cell" by now. Law enforcement could also not be investigating the arson because they know they already have all the evidence they just haven't entered it (and may never) in hopes of leveraging it for gain from whomever it implicates. Even the initial photos being sent to the FBI may have been because someone somewhere in the chain didn't do what they were supposed to do.

This is all completely hypothetical of course, bordering on melodrama but as it stands this case must have a ton of unreported factors to add up and what we do know is so horrible that it's not hard to believe the hidden stuff could be even worse. If I were that sheriff I'd be putting together another release on that arson - and as someone else suggested if I were the governor I'd be distancing myself from it and asking the FBI to come in.

On the Cassidy Rainwater FB group a women mentioned living with Cassidy the summer before in a shelter with her son. And that she was trying to get back on her feet.

Also (imo) if she was trying to get back on her feet, it's clear to me he -Phelps- took full advantage of her vulnerability. And while he may have offered her a place to stay till she did get back on her feet. He already had an ulterior motive.

And I will add this again - imo - This is NOT the first person that he has lured into his trap.

Labeling and dating body parts is methodical/ serial behavior.

Cassidy had been staying at Phelps’ home:
“Investigators say Norton admitted that Phelps asked him to help kill Rainwater while she was staying at Phelps’ home. Investigators say Norton admitted to holding down Rainwater’s legs while Phelps strangled her. “

She was found on her grandfather’s property:
Investigators found Rainwater’s remains on the property of Rainwater’s grandfather, who died several years ago.

They were planning it for months:
“digital evidence showed the two men had planned to kill Cassidy Rainwater. Sheriff Rice confirms that and said the evidence showed they had been planning it for months.”

Can someone help me understand what property Cassidy's remains were found on?

Were there remains found in more than one location? Where is this property of Cassidy's grandfather? I'm just not making the connection. Was Phelps squatting on property that Cassidy might have had a claim to?

Cassidy’s family owns property near the shack Phelps was renting. The murder took place in his shack and some of her remains were found there. They also dumped some of her remains on property nearby, which is owned by the Rainwater family. Her remains were found in two locations.

I agree, this wasn't the first time. All the cases of missing women in that area need to be re-investigated, particularly women who were in shelters or otherwise homeless.

Also, since Cassie was killed a full month before her family reported her missing. However he got her under his control, I'm guessing he killed her soon after getting her into his "cabin". I don't think she was there long enough to be considered "living" there.
