Missing Person-The Independence Police Department is attempting to locate a missing person. 44 year old Ebony Duncan was last seen Wednesday evening, 9-6-23, around 5:00pm in the area of 19200 E. 37th Terr. She was on foot at the time when she was picked up by the vehicle pictured.

She was reported by family members when she did not show up for her shift at work on Thursday, 9-7-23.

If anyone has information as to Ebony’s whereabouts, please contact our Investigations Unit at 816-325-7330 or your local law enforcement agency. IPD case number 23-61700.

 
The MO highway patrol has another photo of her up. In it, with her hair is shorter and a darker color and without all the makeup she looks much different, still beautiful - but it gives us a better idea of what she might look like on an average day so people can be on the watch for her. https://www.mshp.dps.missouri.gov/MSHPWeb/mpphotos/A1001001A23I08B20254G094151.pdf

I did find some state court records for her name, including one with a recent summons but there is more than one Ebony Duncan in the system so without a middle name it can't be verifed. Attaching the court link so if anyone does have a middle name it might be useful - most of the records for the name are vehicular citations and quite old only the one with a recent summons (charges unknown) might be of interest IF it is this Ebony. https://www.courts.mo.gov/cnet/nameSearch.do?newSearch=Y

Investigators determined through cell phone site data that Duncan's phone was connecting to a tower in the same area at the same time where the Chrysler 200 was spotted on nearby cameras. Duncan's phone also pinged off a tower in the same area as Smith-Howell's house in KCMO, after she got into the Chrysler 200.

The Chrysler 200 is now missing, as is Smith-Howell's girlfriend, according to Independence police.

Investigators were able to see Duncan's phone location until Sept. 14. At that time, a homeless person told police she found Duncan's phone on a bridge but couldn't remember which bridge.

Williams said she wants Kansas Citians to know that the car her mother was seen getting inside is still missing — and to be on the lookout for it. She hopes the vehicle will be found and the case will be solved soon. And if her mother is dead — something the family strongly fears — she wants to know.

“If my mother is deceased somewhere, or passed away, we need that closure,” Williams told The Star. “No kid wants that type of trauma in their life at all. Like, every day you wake up and you wonder, ‘Hey, is my mom OK?”

So wait….Ebony is missing after being picked up by someone in her ex boyfriends new girlfriends car, but the new girlfriend is missing now too, along with the car that Ebony was picked up in, and the only one remaining is the ex boyfriend?

The surveillance footage is difficult to see because the timestamp blocks most of the car, but police say the video shows Duncan getting into the car. It parked across the street from Sunterra Springs, in the back parking lot of the AMC movie theater.

Police later identified the car as a Chrysler 200. It's the same type of car driven by Smith-Howell's current girlfriend, Keaira Ransburg.

An IPD spokesperson said they are not sure who was driving the vehicle.

IPD is looking for the Chrysler, as well as Ransburg.

“Investigators would like to speak with her about the case and verify her wellbeing,” Independence Police said Wednesday.

License plates are no longer on the vehicle and were found days later when Charles Smith-Howell was taken into custody. Court documents said Smith-Howell was the ex-boyfriend of Ebony Duncan and the current boyfriend of Keaira Ransburg.

According to court documents, Duncan’s daughter contacted Smith-Howell on Facebook and asked if he had any information about her mother. She told law enforcement that Smith-Howell said, “I saw your mother last night” and “I’m sorry if something bad happened to her.”

Independence police spokesperson Officer Jack Taylor said investigators utilizing cadaver dogs found what are believed to be Duncan's remains on Tuesday afternoon, located in a wooded area near 83rd Street and Hillcrest Road in south Kansas City, Missouri.

...Meanwhile, Duncan’s ex-boyfriend, 41-year-old Charles smith-Howell, is in federal custody where he’s charged with illegally possessing ammunition. He’s pleaded ‘not guilty’ to that charge and remains in custody ahead of his January 8 trial date.

...According to court documents, officials traced the silver sedan, which was missing but has since been found, back to Smith-Howell’s current girlfriend, 42-year-old Keaira Ransberg (Jenkins).

Police are considering her as a person of interest in the case.

Police noted that the body they found had “identifiers” that were “consistent” with those of Duncan and that police believe that the deceased person they found is her, according to the post. However, they are still waiting for a positive identification of the body from the Jackson County Medical Examiner’s Office.

“We’re looking at things like height, weight, eye color, hair color, scars, marks, and tattoos,” Independence Police Department PIO Officer Jack Taylor told Fox 4 News Kansas City.

Duncan was last seen on a surveillance camera Sept. 6 getting inside a silver-colored sedan a short distance from her work in the 19200 block of East 37th Terrace.

After investigating, police came to suspect Duncan’s ex-boyfriend, Charles Smith-Howell, 41, may have kidnapped her. He has not been charged with a crime related to Duncan’s disappearance, but is currently facing a federal felony charge of illegally possessing ammunition.

They described her as an energetic Christian woman who loved singing, cooking, dancing, and her family, notably her three adult daughters and five grandchildren.

Independence police tell FOX4 the only suspect in the case is Duncan’s ex-boyfriend, Charles Smith-Howell. He has not been charged but is in federal custody on ammunitions charges. His jury trial for that is scheduled to happen March 18.

“We could not bury Ebony in the way we wanted to bury her because the person that took her away from us did something so tragic to our family. We are scorned behind this,” Williams said.
