Finding the body in the Mississippi River in advanced decomposition makes me think this JD could have floated from a long distance away. Perhaps...

Missing Person Case

The location given is south of the confluence with the Missouri River, so that also should probably be considered.
 
Digging through newspapers, found (1) it only said that an unidentified woman was pulled from the Mississippi River near the foot of Mullanphy Street. LE was awaiting results of an autopsy before they estimated how long the body had been in the water.

Looking for a follow up article nothing as of yet so not much help from the newspapers thus far.
 
If the body came from far north, it could also have been frozen throughout the winter, then thawed, and moved south with the current. Hence my above interest in the Minnesota case.

“Deborah Lois Dean was on her way home by Greyhound bus to Tucson, Arizona, from Pennsylvania, where she had been visiting a friend. She definitely made it as far as St. Louis, Missouri, where she called and talked with a family member in Tucson. Her family believes she then went on by Greyhound bus to Tulsa, Oklahoma, and then on to Oklahoma City, possibly by bus. She was to have been picked up by family in Phoenix, Arizona, but never arrived. Her purse was found at a truck-stop cafe outside St. Louis on the Greyhound route, was never claimed and was then mailed in August 1985 to her address in Tucson, the address where she was living with her family.”
