Clothing: White socks, Fruit of the Loom tag on several strips of blue/green fabric (size L42-44), a portion of a baseball cap with a band running from the right brim across the top to the left back with the words "PB SPORTS" and a metal adjustable clasp in the back, and black leather ankle steel-toed boots (size 10).

Additional Personal Items: A pocket lighter, 18-cents in coins, a brown glass bottle, and a plastic wrapper from a pack of crackers.

Circumstances of Discovery
The victim's remains were found alongside the road at Hwy 74-76 east of Highway 421 by a contractor mowing grass. The grass had not been mowed in about five years.
Some sources list Nov. 3rd as the date discovered, others list Nov. 6th.

The missing teeth and inflammatory disease lead me to believe he was homeless.

One thing that i'm confused about is the area he was found in. His case file lists Masonboro, Brunswick county, but on this article it places his spot of discovery in Wilmington, New Hanover County. The spot the marker is placed is on Carolina Beach rd, which is also 421. Hwy 74-76 is the road to get to Wrightsville Beach which is also in New Hanover County. Masonboro is an area in Wilmington as well. Someone correct me if I'm wrong on that.

I have always been confused about the exact location. I am a local to this area and never heard anything about this case until I stumbled upon it.

I was just thinking about Kent yesterday. He was wearing a pretty distinct jacket at the time of his disappearance but it seems like the condition of this doe's clothing were deteriorated. Hr was also known to wear baseball caps. He was also Native and I wonder if Lumbee Indian could be mistaken as Caucasian. One thing I am uncertain of is if downs syndrome could be undetected by skeletal remains. Location and timeline fit. Maybe you should submit it.

He was last seen by his mother and became upset to go back to the rest home. He is classified as disabled. He was last seen in a green shirt and green/blue fabric was found with this Doe. He is not on Doe Network or NamUs that I could find. How can I submit him if he is on neither site?

Looks like Richard is on NamUs, but his last name is spelled different (Borrelli). The profile is:

There is also a Masonboro Sound and Masonboro Loop Road off of Carolina Beach Road which is also Hwy 421.
 
For a long time I've suspected this UID is Vyacheslav Akkopv who disappeared under very suspicious circumstances in relatively nearby Bladen County. His Charley Project page even states: "Skeletal remains of a man approximately Akopov's (charley project has his name spelled differently) age, and wearing boots similar to his own, were found near Wilmington, North Carolina after his disappearance, but the remains have not been identified."
So I assume law enforcement has looked into him as the unidentified person. My suspicion as to why he may not be ruled out already (he's not ruled out on this UID's namus or this UID ruled out on Akkopv's namus) is that law enforcement may have had difficulty getting a DNA sample from his relatives in Uzbekistan, as he left behind his family when he moved to the United States.

"Isotopic Analysis shows that he was not a North Carolina native. The study indicates that he exhibited migrational behavior spending time in North East regions of New York, Vermont and Maine as well as the Pacific Northwest and Southwestern U.S"

I wonder if Uzbekistan would even come up with normal isotope testing? But, at least "not a North Carolina native" fits Vycheslav.

Migrational behavior, interesting! Thank you for sharing this information. I wanted to say more but I am kind of out of it today.
 
I found a guy that resembles the recon sketches; however, the height is off, but it was skeletal remains and that can be a bit off. 6'3 to 5'9 does seem like a stretch though unfortunately. Still it could be a oversight. Like doesn't the DMV ask you your eye color, height, weight, etc without verifying it? Like for example my Mom claims to have hazel eyes on her licence when they are actually very obviously blue. Have no idea why she claimed that, but that's my point.

His name is Curtis Lee Brovold and he is wanted for sex crimes against a minor in Minnesota in 2000. He was released on bond in July 2000 and did not show up at his court hearing in September 2000 and hasn't been seen since.

Regarding the baseball cap found, there is a PB Sports in Fort Wayne, Indiana.
It's possible. PB = Paint Ball. They were founded in 1994. They don't currently sell any baseball caps, just beanies with their logo, but they might have sold them at one time. There's not really any place name "PB" matches I can find apart from Palm Beach.

Too bad there's no pic of the cap available. The PB Sports logo is distinctive, with a paint splat surrounding the PB. Perhaps a coincidence, Paint Ball was invented in New Hampshire and isotope data suggests the UID spent time in the NE as well as the SW and PNW. Maybe he had a connection to this or other outdoor sports? Paint Ball's popularity peaked in the early 2000s.(A Colorful History of Paintball).

ETA NamUs now lists the UID location as Leland, NC. They have ruled out Richard Borrelli and Carlo Pfaff.
