Description:
Watkins voluntarily left Lincoln, Nebraska sometime in early November 1998. He was en route to Bakersfield, California to spend the Thanksgiving holiday with his daughter. The police pulled him over on a routine traffic stop in Signal Hill, California on November 16, and again a week later in nearby Cypress. He wasn't considered missing at the time.
Watkins never arrived in Bakersfield. In December 1998, he was arrested in Tijuana, Mexico. He was released from jail on December 23; this is the last indication of his whereabouts. His vehicle was found abandoned in Tijuana, but Watkins was never located.
His wife reported reported him missing in 2002. Nebraska police are investigating his case.
