Harmony Montgomery's deadbeat dad slammed as 'pure evil' | Daily Mail Online

Missing seven-year-old Harmony Montgomery's dad has been blasted as a 'sweet-talking' liar by his mother-in-law - who told DailyMail.com: 'He's pure evil – I pray she's still alive.'

<snip>

Speaking after her daughter's arraignment Thursday morning, Christina Lubin, 51, admitted Kayla had a history of dishonesty but insisted she had nothing to do with Harmony's disappearance.

She pointed the finger of suspicion squarely at estranged son-in-law Montgomery, a career criminal with a history of violence and drugs.

'Adam, for the first couple years was some sweet guy – but he's not, he is pure evil. He is pure evil,' she repeated from the doorstep of her Manchester home.

'He can sweet-talk and swindle like he did with us for two years. He points the finger at everybody else and talks up quite the storm.'

Court records seen by DailyMail.com reveal that Lubin sought a restraining order against Montgomery last year.

She confirmed she has spoken several times this week with police and provided potential new information - but declined to go into specifics.

Lubin said that after her son-in-law's arrest she immediately grilled her daughter, 31, about what was going on with Harmony.

<snip>

'Adam dropped her off at work and he said to her, I am bringing Harmony to her mother. And then he came back later. I don't know how many hours,' she said.

'I've given all that information to the police. I do believe her, she is staying very consistent. I'm her mom. I can tell.

'I drilled my daughter, believe me. She used to be a liar but I know how to get the truth out of my daughter. And all she said was that he dropped her off at work.'

She said of missing Harmony: 'I hope and pray she is still alive but it's been two years so I don't know.'

25 Investigates: ‘System failure’ allowed NH girl’s disappearance to go unreported for two years – Boston 25 News
When custody of little Harmony Montgomery was given to her father, Adam Montgomery, an out of state resident with a long criminal history, an Interstate Compact on the Placement of Children (ICPC) was not in place, 25 Investigates has learned.

An ICPC is an agreement between states to ensure that a child placed in care across state lines is safe and receiving proper services. It requires certain safeguards and regular check-ins.

Investigative reporter and anchor Kerry Kavanaugh has learned that once 7-year old Harmony left Massachusetts with no ICPC in place, that effectively ended DCF’s involvement in her life and the department closed her case.

[...]

In February 2019 the state awarded custody of Harmony to her father in New Hampshire, whose criminal history dates back to 2007. She was last seen in October 2019, when police say they saw her at a home in Manchester.

Judge Craven points out that a criminal record in and of itself does not preclude someone from getting custody of a child, and that a number of other factors are also examined.

“It’s not prohibited unless that criminal record included the death of another child. As soon as [Dad] steps forward, their regulations allow them to get the ICPC started with New Hampshire,” she said about DCF guidelines about out of state placements.

[...]

What’s unclear is whether Massachusetts DCF requested an ICPC and whether New Hampshire declined to do one. Under Massachusetts regulations, when a child is going to the custody of a biological parent an ICPC is not required. ICPC’s are usually invoked when children are placed for adoption or foster care across state lines.

But Judge Craven says sending a child in DCF care to another state without an ICPC is highly unusual.

“I don’t recall ever doing it,” she tells 25 Investigates.

An ICPC ensures things like a child received medical care and is enrolled in school. The New Hampshire Department of Education confirmed to 25 Investigates that Harmony was never enrolled in a New Hampshire school. If an interstate agreement had been in place, it’s possible a teacher or other mandated reporter would have noticed that the young girl was missing and could have notified the NH Division for Children, Youth and Families (DCYF).

In court Thursday, prosecutors asked that bail be set at $5,000, saying Kayla Montgomery is a flight risk. Defense attorneys asked for personal recognizance bail, but the judge sided with the prosecution and set bail at $5,000.

In an affidavit, investigators said Kayla Montgomery originally added Harmony to her account with the Division of Family Assistance in February 2019, saying in a report that Adam Montgomery and Harmony were living with her. The filing increased the benefits going to the Montgomerys by $129 per month that March, according to the affidavit.

[...]

In January 2021, Kayla Montgomery informed DHHS that her household consisted of her and her husband, three children they had in common and Harmony, all claimed as tax dependents, police said. A case worker noted that Kayla Montgomery seemed confused about whether Harmony lived with her because she said she went to her mother's every other weekend.

Another filing was made with DHHS in June 2021 stating that Harmony had moved back with her mother and should be removed from the case, police said.

CL, Kayla Montgomery's mother, said she believes Harmony disappeared after Thanksgiving 2019 and before Dec. 5 of that year. She recalled a time in late December 2019 when she asked her daughter about the then-5-year-old.

"(Kayla) said she's with her mother, and I didn't question it because I didn't know until all the news the history of the family," Lubin said.

Missing Harmony Montgomery: Deadbeat dad's mother-in-law sought restraining order over summer

Jan 7, 2022

Adam Montgomery, the father of missing New Hampshire 7-year-old Harmony Montgomery, allegedly crept up to his mother-in-law’s window with a knife as his now-estranged wife was sheltering in her home with their children over the summer, court records show.

Montgomery is married to the complainant's daughter, Kayla Montgomery, although they separated months ago. Fox News has chosen not to publish her name because there was a threat of domestic violence.

Kayla and Adam Montgomery share three kids, two boys and a girl between ages 1 and 4, who are now safe and accounted for, according to the Manchester Police Department in New Hampshire.

Kayla Montgomery went to her mother’s house with the children on March 21, 2021, "due to domestic violence on her from her husband, Adam Montgomery," according to the request for a restraining order.

[..]

The filings contain allegations from the mother-in-law but not an affidavit from police, and Montgomery was not convicted of a crime.

The family called police, who spoke with Adam and Kayla Montgomery as well as the mother-in-law and her boyfriend at the scene. The officers said that she would need to file for the order of protection to keep Montgomery away from her home.

[,..]

On July 5, the boyfriend found a steak knife in the yard where Montgomery had been standing, according to court documents. Montgomery's mother-in-law filed for the restraining order the next morning.

It was "dismissed for lack of service" on Sept. 9, 2021.

By then, Montgomery had purportedly checked into a sober house and from there took off with another woman, according to court documents. Police found him asleep with her in a car when they arrested him on New Year’s Eve in connection with Harmony’s disappearance.

Missing Girl's Father: 16 Years Of Crime In NH, Massachusetts
A cursory check of court records and news reports in both Massachusetts and New Hampshire shows Adam Montgomery has a long, violent criminal history, often fueled by drugs, dating back to at least 2006, long before Harmony Montgomery, 7, one of his four children with two women, went missing.

At 16, while living on Donald Street in Bedford, he reportedly brought a weapon to a school in Manchester and was charged with felony possession of a dangerous weapon on school grounds. At the time, Bedford students attended high school in the Queen City. He skipped his court date which led to police attempting to search for him, according to news reports.

Investigators Return To Home Connected To Missing NH Girl Case | Bedford, NH Patch

Two men were seen leaving the Gilford Street home during the investigation with a large piece of equipment. It appeared the men worked for a company that specialized in geophysical and geological services.

According to the company's website, when using the equipment, which includes ground-penetrating radar, the workers are able to detect and map out ground areas. The mapping allows them to determine concrete condition, structural integrity, slab thickness, and detect voids within or beneath concrete slabs. Online, the company claimed it can determine items beneath a building floor slab, too, and answer questions for clients before they begin excavation.

A short time after the men were seen standing in the street, Manchester police removed a large brown paper bag. A sergeant put the bag in her vehicle parked outside the house.

The most concerning reflection about this photo is EVIDENCE bags that are paper! Paper, not plastic. When we use paper, it indicates evidence that can't be collected in plastic.

Harmony Montgomery Great Uncle Kevin Montgomery Is Furious at Arrests ‘Two Years Too Late’
[...]

... Harmony’s great uncle, is brimming rage and frustration at authorities moving “two years too late,” as he put it in an interview.

“Why weren’t charges filed back then?” Montgomery, the uncle of Harmony’s father Adam, told The Daily Beast Thursday, referring to a call he said he made to the state’s child welfare agency in 2019, along with a separate incident that involved police that year. “These charges stem from 2019 and that is my problem. We are where we are now because nobody took what we were saying seriously.”

“It’s infuriating. I’m ******* frustrated,” Montgomery added.

[...]

“It’s all disgusting,” Montgomery said on Thursday. “Everything about this is horrible because my niece is missing. I love the police and think they are focusing on finding Harmony, but to know that charges are being filed for things that happened years ago? We’re way behind.”

Montgomery argued that the charges against his nephew should have come as early as July 2019—when he claimed he notified the state Division for Children, Youth, and Families (DCYF) about Harmony.

Harmony Montgomery Search: Police at Missing Girl’s Last Known Home Saturday – NBC Boston
[...]

Crystal Sorey was at a park in Manchester with family and friends for a candlelight vigil, where the group said prayers and aimed to remind the public that Harmony is still missing.

She had this message for the 7-year-old girl: "Hi, baby. If you can see me and hear me, I want you to know that I never stopped looking for you and I won't stop fighting until I find you, okay? You stay strong and mommy's right here fighting for you. I love you!"

[...]

"I don't feel like she's gone. I just don't feel that in my heart," Sorey said. "Like, I don't feel like I lost her. And a mother knows, a mother knows if your baby's here or not. I know she's here."

[...]

The vigil was held after police searched the home, on Manchester's Gilford Street, where Harmony was last known to have lived.

When worlds collide: D.C. couple who adopted Harmony Montgomery’s sibling choose to walk in the light on this dark road | Manchester Ink Link
Beyond the crushing headlines pleading for help in finding Harmony Montgomery, 7, a child who has not been accounted for since the fall of 2019, there is a parallel universe; a world that promises love, safety and permanency for children caught up in the foster care system.

[...]

Harmony was placed in foster care at age 4. She and Jamison were moved together and separately through the system, part of Massachusetts’ Department of Children and Families. ...

[...]

On Nov. 19, 2019, they adopted Jamison in an open adoption and have maintained a relationship with Sorey. In fact, Blair says it was Jamison’s recent struggle to process the absence of his sister that led the Millers to encourage Sorey to reinvigorate her search for Harmony.

[...]

“There are a lot of questions and concerns about what’s happened in this case – and others like it. We’ll be part of that change and fight for it, through advocacy and change for the system to work. Right now that’s not our fight. We want to know where Harmony is and what happened to her and have answers for our son,” Blair says.

[...]

When the Millers learned in December that authorities had become involved in the search for Harmony, they were already well aware of Crystal Sorey’s journey, and her attempts to find her daughter. In fact, when they adopted Jamison on Nov. 19, 2019, National Adoption Day, they would later learn that the last time anyone could pinpoint Harmony’s whereabouts was just two weeks later.

[...]

Thursday night Blair reached out to Manchester Police after viewing a media interview with Christina Lubin, the mother of Kayla Montgomery, who was still married to Harmony’s father, Adam, in 2019. The hope was maybe there was some more information the Millers could provide that might help piece together the timeline of Harmony’s disappearance.

[...]

... They began the process of adoption with Jamison in June of 2019, and met his mother about a month before the adoption was finalized.

[...]

In private adoption, there is the process of presenting yourself and being picked by a birth mother, and the feeling of whether you are “good enough” to be chosen. In the case of Jamison, it was knowing that there was a little boy in need of a loving family, and the Millers knew they had more love to give.

Details of Disappearance
Harmony was last seen in Manchester, New Hampshire sometime in October 2019, when the police were called to her residence for unspecified reasons. This is the last confirmed sighting of her. She was not reported missing until late 2021, however, over two years later.

Harmony's mother, Crystal "Crys" Renee Sorey, notified police in November 2021 that Harmony was missing. Crys had lost custody of Harmony in 2018 due to substance abuse issues, and after she went into recovery and became sober she tried to contact Harmony. The child had been in foster care with her brother, until she was reunited with her father, Adam Montgomery, in February 2019. (Her brother was adopted by a family later that year.)

Crys was able to locate them and she had a video call with Adam around Easter 2019, and saw Harmony in the background, looking "frightened." This is the last time her mother saw her. After that, Adam blocked all contact, and Crys tried to locate her daughter for months without result. She said she had "a gut feeling that something is not right." She said she made repeated calls to authorities about her concerns for Harmony's welfare and had been ignored.

Police were initially unable to locate Adam. He was eventually found in Manchester, living in a car. Harmony wasn't with him and he said he had given her to the care of her mother around Thanksgiving 2019. This wasn't true, however, and Adam soon stopped cooperating with the investigation.

Harmony's uncle, Kevin Montgomery, said he had seen Harmony with a black eye during the summer of 2019 and asked Adam about it. Adam told him he had "bashed her around the apartment" after he left her unattended with her baby half-brother and came back to find her covering the infant's mouth to stop its crying.

Kevin said he had observed other behaviors by Adam that he thought were abusive, such as forcing Harmony to stand in a corner for four hours and telling her to scrub the toilet with her toothbrush. He said the family had made multiple reports to New Hampshire's Division of Children, Youth and Families (DCYF) and Adam cut off contact with them because of this.

In January 2022, Adam was arrested and charged with felony second-degree assault for abusing Harmony in the summer of 2019, and misdemeanor charges of interference with custody and endangering the welfare of a child for failing to report his daughter missing. He has a history of violent behavior and in was sentenced to 18 months in prison after shooting a man in the head during a 2014 robbery attempt.

A day later his wife, Harmony's stepmother Kayla Montgomery, was charged with one count of welfare fraud for obtaining $1,500 worth of food stamps on Harmony's behalf between December 2019 and June 2021, even though Harmony was no longer living with her and Adam.

Kayla and Adam have three children together. Kayla said the last time shaw saw Harmony was in November or December 2019, when Adam said he was going to take her to Massachusetts, where Crys lived at the time. He returned alone and Kayla never saw or heard about Harmony after that, and assumed she was safe in her mother's care.

Timeline: What we've learned from the Harmony Montgomery investigation

*Kayla added Harmony to her account with the New Hampshire Department of Health & Human Services, Division of Family Assistance, on Feb. 25, 2019.

Kayla told investigators the last time she saw Harmony was around November or December 2019.
One morning, before Kayla went to work, Adam told her he was driving Harmony to the girl’s mother’s home in Lowell, Kayla told police. She said since then, she never saw or heard about Harmony.

On Jan. 7, 2021, Kayla informed DHHS her household consisted of “2 adults married filing jointly, 4 children,” an affidavit in the case against her states.
“The DHHS case worker added a note on the redetermination paperwork of: ‘She [Kayla] seemed confused about whether or not Harmony lived there because (she) goes to her mom’s every other weekend,’” the affidavit reads.

June 2021
Days before Harmony’s seventh birthday, on June 2, 2021, another account change report regarding Kayla’s income began in DHHS, police wrote in court filings.

“During that contact, DHHS noted that case management for (Harmony) was closed, noting ‘client said she moved back with her mother and to remove her from her case,’” the affidavit states.

Mother of Harmony Montgomery says she 'never stopped' looking for missing daughter (nbcnews.com)
The mother of missing 7-year-old Harmony Montgomery made her first public comments at a vigil Saturday night, saying she "never stopped" looking for answers about her daughter's disappearance.

Crystal Sorey told NBC Boston at the vigil in Manchester, New Hampshire, that she has been "begging for any type of answer" since she last spoke to her daughter nearly three years ago. Harmony’s father, Adam Montgomery, who had legal custody at the time of her disappearance, blocked all contact between the mother and daughter after a video call in April 2019, according to Sorey.
