Freddie Townes is not from Ohio and suffers from memory issues

This article has the most information, so far. To summarize:
There is a statewide Endangered Missing Adult Alert in Ohio for Freddie Townes, age 76, who suffers from memory issues. It is said that he is not from OH, but does not say where he is from. His car has an IL plate.
He is 5′9″ and 215 pounds with black hair and brown eyes. He was last seen wearing blue jeans, a blue and white sweatshirt and has a patchy white beard.
He was last seen in Butler County at 5:09 p.m., Oct 3, driving away with his 5-year-old granddaughter, in a gray 2022 Kia Forte with IL plates FP185457.
The name and description of the granddaughter are not given.
They were reported missing after 10:00 p.m. by his daughter / the child's mother, who is currently in AZ.
Mother and daughter live in Liberty Township, Butler County. The mother's father has been staying with the child while the mother is in AZ.
The mother assumes her father picked the child up at daycare on Thursday, because daycare didn't contact her to say otherwise. A neighbor checked on them and discovered they were missing. The neighbor contacted the mother.
The Butler County sheriff's office says they are no longer in Butler County:
"A Kia with the same license plate number was seen on cameras in Hamilton County at least twice overnight, they say.
Those locations are, according to the dispatchers:
- In the area of Reading and Cooper roads near the Reading/Evendale border around 10:30 p.m. Thursday
- At School Section and Harrison roads in Green Township early Friday, just after midnight.
There is an Endangered Missing Adult Alert -- IMO it is strange that there is not also an Endangered Missing Child Alert. The little girl is in a car with her 76-year-old grandfather who has memory issues...that surely puts her at risk.
